Full Job Description

You will serve as a REALTY OFFICER in the REAL PROPERTY MANAGEMENT DEPARTMENT of COMNAVREGSW SDIEGO.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Planning, coordinating, tracking and/or executing of a variety of Real Estate agreements in support of Department Of Navy missions; 2) Providing Subject Matter Expertise and experienced council to Navy leadership for real estate matters; 3) Initiating, developing and coordinating of requirements supporting third party real estate agreements such as Commercial Out Lease (COL) and/or Enhanced Use Lease; and 4) Leading cross-functional teams through technical aspects of conceptual planning, market analysis, legal review, criteria evaluation and acquisition strategy development for real estate agreements.

  • You will be responsible for the planning, coordination, tracking, currency and execution of over 1,100 real estate agreements that protect critical mission capabilities at 10 NRSW Installations and over 190 Special Areas.
  • You will be responsible for ensuring the validity and proper development of all real estate requirements.
  • You will serve as the single subject matter expert and principal advisor to Region leadership, including the Regional Commander (REGCOM), Executive Director (ED) and Chief of Staff (CoS), for all real estate matters.
  • You will serve as the Region’s subject matter expert for the initiation, development and coordination of requirements supporting highly complex and high visibility leading edge Commercial Out Lease (COL) opportunities.
  • You will use these opportunities to leverage the value of under-utilized property in exchange for in-kind products and services from third-party developers.
  • You will lead cross-functional teams through all technical aspects of conceptual planning, market analysis, legal review, criteria evaluation and acquisition strategy development.
  • You will represent the Region’s interests with various agencies, organizations and private corporations for a wide range of in-grant and out-grant real estate agreements and land acquisition requirements.
  • Through this external engagement, you will ensure mitigation of the Navy’s liabilities and protection of mission requirements within agreements.
  • You will provide critical leadership for the planning, coordination and processing of Legislative Jurisdiction changes at various Navy installations in order to improve law enforcement coordination with state and local governments.
  • You will provide guidance and reach back support to Public Works Department field offices and NAVFAC Southwest Core team members for all real estate related issues.
  • You will ensure effective and recurring communication with PWDs to include regular real estate planning and execution meetings.
  • You will provide recurring, effective communication and briefings with Region and Team Leadership to convey the status of program requirements, initiatives, challenges and the execution of the real estate program.
