Full Job Description

King County’s

King County’s Facilities Management Division (FMD) is seeking a real estate and property management professional. This position will liaison FMD custodial properties with DCHS managed operators and 3rd party property management contracts.

This recruitment will be used to fill one Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position. This assignment is currently anticipated to last up to 12 months with the possibility of extending.

  • Special Duty Assignments (SDA) are only open to active King County Career Service employees who have passed their initial County probation period.
  • Term-Limited Temporary (TLT) opportunities are “at-will” for a specified duration but are also full-time and comprehensive benefits-eligible.

Real Estate Services

The Real Estate Services (RES) section supports the Facilities Management Division, various King County agencies, and public by offering a diverse range of functions.

These functions include the acquisition of properties, requests for easements, lease negotiation, property management services, sale of surplus or tax title property, and overseeing a centralized inventory that tracks all County-owned real property interests.

Additionally, Real Estate Services processes applications for utility franchises and permits for use of county property.

Areas of responsibility will include management of the following functions within the framework of KC FMD's Leadership and Direction: 1. Portfolio oversight 2.

Tenant and operator relationship management, 3. Facility operations and maintenance coordination, 4. Capital project support, 5. Compliance, Safety, and Risk Management 6.

Strategic Planning and Stakeholder Collaboration 7. Financial and Contract Oversight

Qualifications

Knowledge/Skills (May vary by position. This position is focused on Property Management application of skills.)

The most competitive candidates will have:

  • Advanced skill in research, problem solving, resourcefulness, and analysis

  • Advanced skill in reading, writing and interpreting legal descriptions and contracts

  • Skill in oral and written communications

  • Skill in the use of personal computers and smart phones including word processing, spreadsheets and database management software including, but not limited to: Microsoft Programs (Word, Excel, Teams, SharePoint, OneDrive, OneNote etc.), Adobe Acrobat, DocuSign, IBM Maximo, CoStar )

  • Advanced skill in presentation and public relations

  • Advanced skill in interpersonal and negotiation

  • Advanced skill and organizational experience in task and project management

  • Advanced knowledge of budget development and analysis

  • Advanced or highly specialized knowledge of negotiation, escrow, real estate, property management and appraisal techniques, procedures and legislation

  • Advanced knowledge of local, state and federal environmental laws, regulations, guidance documents and mandates

  • Advanced skill in reading, interpreting and correcting maps, surveys, plans, specifications and engineering drawings

  • Advanced knowledge of construction, types and amenities

  • Advanced knowledge of local, state and federal policies, procedures, laws, regulations and ordinances

Additional desirable skills include:

  • Knowledge of highly complex permitting for large public sector projects or programs

  • Knowledge of eminent domain law

  • Knowledge of market data services and in-depth knowledge of local real estate markets

Licensing, Certification and Other Requirements
  • Washington State Driver’s License

  • Additional licenses, certifications and other requirements determined to be necessary to meet the business needs of the employing unit may be required.

  • Successful candidates will be required to pass a reference check prior to receiving a formal offer.
  • This position is considered Non-Mission Critical which means that you perform functions which can be delayed in the event of an emergency.
  • The standard schedule will be Monday – Friday between the operating hours of 8:00 AM – 5:00 PM
  • This is a hybrid position with the expectation that schedules and reporting locations will be adjusted based on operational need. Onsite reporting location will begin with the King County Chinook Building, 401 5th Ave., Seattle, WA 98104.
  • This position is represented by Teamsters Local Union No. 117 – Professional & Technical and Administrative Employees (L117 P&T).
