The Iowa Economic Development Authority (IEDA) is seeking an R&D Tax Credit Project Manager to support the administration of the Iowa Research and Development Tax Credit Program, a critical incentive that encourages research and innovation statewide.

This role works closely with the R&D Tax Credit Program Manager and focuses on implementing the program, coordinating awards, and conducting compliance and monitoring activities to ensure the program is executed accurately, consistently, and in accordance with state and federal requirements.

About this Opportunity:

As the R&D Tax Credit Project Manager, you will play a hands-on role in administering the Iowa Research and Development Tax Credit Program under the guidance of the Program Manager.

Rather than setting program strategy, this position ensures the program is implemented effectively, awards are coordinated accurately, and compliance activities are completed thoroughly and consistently.

Key responsibilities include:

  • Administering day-to-day components of the Research and Development Tax Credit Program
  • Coordinating application intake, review, scoring, notification, and award tracking
  • Providing technical assistance and program guidance to applicants and recipients
  • Reviewing documentation to confirm project eligibility and compliance with program requirements
  • Conducting on-site and desk-based compliance monitoring, including discovery, documentation review, and reporting
  • Documenting project activities and preparing required state and federal reports
  • Communicating with program participants regarding compliance matters and supporting resolution of non-compliance issues
  • Participating in stakeholder and industry events to support program engagement and understanding

The R&D Tax Credit Project Manager position is a non-merit, non-contract position that is classified by the State of Iowa as an Economic Development Specialist 2 and is exempt per FLSA regulations.

This is a non-merit position. Candidates must follow the instructions in the "To Apply" section. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

Qualifications

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification: 

1) Graduation from an accredited four-year college or university with a degree in research, planning, economics, public relations, business, corporate finance, journalism, or marketing, and experience equal to two years of full-time work in interpreting laws, rules and regulations, and/or securing compliance with them; or compiling and evaluating statistical, historical, economic, business, financial, or technical related program data. 

2) A total of six years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience. Notes Travel, including overnight travel, may be required for positions in this class. Employees must arrange transportation to and from assigned work areas.
