Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a RANGE OPERATIONS OFFICER, Position Description Number D2796000 and is part of the ID Installation Support Unit, National Guard.

THIS POSITION IS INDEFINITE (NOT TO EXCEED 5 YEARS) AND MAY NON-COMPETITIVELY CONVERT TO A PERMANENT POSITION.

THIS POSITION IS BACKFILLING A TECHNICIAN WHO IS ABSENT AND WILL END UPON ABSENT MEMBER'S RETURN. THE FOLLOWING QUALIFICATIONS MUST BE REPRESENTED BY THE CONTENTS OF YOUR RESUME.

Military Grades: O1-O4 or CW1-CW4 Compatible Military Assignments: Combat arms MOS (11X, 12X 13X, 15X, 18X, 19X) preferred GENERAL EXPERIENCE: Applicant must possess: Experience, education or training which provided a general knowledge of principles of organization, management, and administration.

Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information.

Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled.

Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Applicant must possess: 1 year specialized experience equivalent to at least the next lower grade level.

Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions.

Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations.

Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures.

Experience preparing written communications and oral presentations. Experience in managing the function of the work to be performed.

Experience which includes leading, directing and assigning work of personnel.

Experience that demonstrated knowledge, skill, and technical competence in the use of statistical and mathematical theories applicable to regulatory impact, policy analysis, professional methods of scientific inquiry and analysis in the solution of problems in determining economic and other impact on regulatory programs.

Such experience must have involved extensive inquiry into or use of basic data; structuring of problems for systematic analysis; adaptation or development of scientific techniques; construction and use of analytical or mathematical models; formulation of recommendations for action; or planning, monitoring, or directing the above activities.

Substitution of Education for Specialized Experience: Education may be used to substitute lack of specialized experience.

Master's degree in economics, statistics, mathematics, applied sciences, law, or other fields related to the position is qualifying this position.

Total undergraduate and graduate study must have included at least 9 semester hours in mathematics and statistics and 9 semester hours in economics.

Degree work must have included independent study or research in regulatory impact.

Theory courses, without independent study or research, are not sufficient to demonstrate ability to perform at the GS-11 level or above.

YOUR RESUME MUST BE LIMITED TO TWO PAGES, MAXIMUM. Major Duties:

1. Supervise, plans, coordinates, and directs daily activities of the Range Operations Section consisting of; Range Scheduling, Range Technician/Specialists, and Range Firing Desk.

The incumbent has responsibility for planning, scheduling, and overseeing major projects concerned with the analysis and evaluation of the Sustainable Range Program (SRP).

Provides guidance and supervision to subordinates in accomplishing duties of the section. Determines changes in emphasis and resource allocation for range operation personnel.

Manages and sets priorities and establishes schedules, regulations, and guidelines for work completion. Monitors work to ensure timely performance, and quality of standards are met.

Evaluates the effectiveness of operations in terms of mission accomplishment, quality, analysis, procedural, policy and regulatory compliance.

Assists with selecting candidates for subordinate non-supervisory positions, and selects subordinate supervisory positions, taking into consideration skills and qualifications and mission requirements.

Explains performance expectations to employees directly supervised and provides regular feedback on strengths and weaknesses. Appraises performance of employees directly supervised.

Hears and resolves group grievances and employee complaints referred by employees. Initiates actions to correct performance or conduct problems.

Ensures documentation prepared to support actions is proper and complete.

Approves leave for subordinates and ensures adequate coverage within the organization through peak workloads and traditional holiday vacation time.

Recognizes and takes appropriate action to correct situations posing a threat to the health or safety of subordinates.

Provides a work environment that is free from all forms of discrimination, harassment, and retaliation. (50%) 2.

Develops internal management goals, objectives, policies, procedures, standards, and milestones for Range Operations.

Reviews plans, training schedules, progress reports, preventive maintenance records, supply and equipment requirements, and similar records to appraise the effectiveness of the workforce.

Assists/represents the Range Management Authority (RMA) in areas related to range operations policy, planning, and programming to include developing and publishing an installation/garrison standard operating procedure (SOP)/range regulation.

Ensures the timely preparation and dissemination of firing notices installation agencies and local civilian publication media.

Develops and recommends plans for mission accomplishment to include consideration of facilities, equipment, manpower, capabilities, budget limitations, and manpower requirements.

Assists unit commanders with developing training plans that include tactical maneuvers, test exercises, demonstrations, live fire exercises and mobilization training.

Staffs and submits the Range Complex Master Plan (RCMP) for ranges and training facilities.

Responsible for the Range Modernization Plan within the RCMP and to serve as point of contact to the outside agencies matters pertaining to ranges and live training facilities siting, design, construction, and operations.

Integrates emerging technology, such as Range Facility Management Support System (RFMSS), Environmental Management System (EMS), Installation Status Report (ISR), and Operational Range Inventory to coordinate, balance, and de-conflict training.

As required, serve as Contracting Officer's Representative (COR) and/or quality assurance/quality control (QA/QC) representative for contracted support in the areas of range operations and range maintenance.

Ensures range and training area improvement projects are coordinated and have the proper NEPA documentation prior to beginning the construction effort. (20%) Performs other duties as assigned.
