About the Position: This position is located with the Department of Materiel Management, Naval Hospital Bremerton, Washington. A recruitment or relocation incentive may be authorized.

Qualification requirements for GS-08 Specialized Experience: One year of specialized experience performing support duties which includes screening purchase requests for completeness and adequacy of purchase description; assisting in price analysis to evaluate prices for the procurement of items using automated small purchase systems sufficient to locate, add and retrieve information.

This definition of specialized is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Qualification requirements for GS-09 Specialized Experience: One year of specialized experience performing support duties which includes using unilateral instruments to establish contracts, i.e.

purchase orders, call against blanket purchase agreements and credit card purchase; monitoring vendors performance through contract and review of progress reports; compiling a Bidders List of possible suppliers using automated small purchase systems sufficient to locate, add and retrieve information.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

Major Duties:

  • Serve as a Lead Purchasing Agent utilizing Simplified Acquisition Procedures to purchase.
  • Develop and select criteria/technical ranking factors for purchases of a variety of requirements.
  • Administer purchase orders that require extensive monitoring and oversight to resolve complex problems.
  • Review, edit, and process supply and equipment requests and contract services.
  • Manage the administration and daily operation of the security module for Standard Procurement System (SPS).
  • Establish and coordinate training for the electronic interface system.
  • Gather and prepare data for the daily electronic submission of the Individual Contraction Action Report for purchases.
  • Provide technical assistance to receipt control personnel pertaining to payment and invoicing problems.
