Full Job Description

The Iowa Department of Revenue’s Alcohol & Tax Operations Division is currently seeking a Public Service Supervisor to oversee the Alcohol Operations team.

The Operations Division functions as the central hub for both alcohol and tax-related processes and procedures.

This division is responsible for administering the transportation and distribution of wholesale alcoholic liquor to more than 2,000 privately-owned retailers across Iowa, ensuring they are delivered on time and in good condition.

Additionally, this division manages tax documents, payments and mail, as well as offering invaluable assistance to taxpayers for filing requirements and procedures.


Position Overview

As a Public Service Supervisor you will oversee a team responsible for operating within a government-controlled system, where the state is the exclusive wholesaler.

Key responsibilities include collaborating with suppliers to manage inbound shipments, forecasting inventory needs to prevent stockouts and maintain optimal storage levels, ensuring compliance with Iowa State Code and Iowa Administrative Code regarding the shipment of distilled products, and managing the state’s inventory.

Additionally, you will focus on enhancing operational efficiency through process improvements and data analysis, while delivering excellent customer service to both internal and external stakeholders.


This position combines administrative expertise with team leadership responsibilities. Your role will ensure compliance with state regulations, as well as the efficient and timely execution of the entire business process. Your skills will be essential in supporting and supervising the administrative team and in contributing to the overall goals of the Department of Revenue.


Key responsibilities:

  • Supervision: Directly supervise the daily duties of the Alcohol Operations team, which includes full-time specialists
  • Customer Service: Resolve complex issues, manage public inquiries, and develop strategies for effective public education
  • Data Entry Compliance: Review and record administrative work input in Microsoft D365 and internal/external databases
  • Training: Manage the training of administrative employees to ensure compliance with state and federal law
  • Data & Reporting: Analyze data, prepare reports for management, legislators, or the public, and provide input on policy/procedural changes
  • Team Leadership: Conduct regular team meetings to cohesively address issues and implement necessary changes. Recruit, train, coach, and evaluate staff; manage schedules, assignments, and performance; foster high morale and effective teamwork
  • General Management: Identify and resolve administrative issues, provide input, and make recommendations to senior management and implement solutions and programs as directed
  • Process Improvement: Identify issues, implement solutions, and engage in continuous improvement for systems and workflows
  • Communications: Act as the primary conduit for outside communications, and directing communications to professional staff and senior management team


Preference will be given to candidates with the following:

  • Strong leadership, communication (written/verbal), and problem-solving skills
  • Previous experience in the sale of distilled spirits and the Control State Model
  • Understanding of liquor laws, tax regulations, and compliance protocols
  • Analytical skills for data management and financial oversight

Qualifications

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from high school (or GED equivalent) and experience equal to four years of full-time work experience in general office administrative support; specialized technical program support; or program administration, development, management, or operations.
2) All of the following (a, b, and c):
a. Graduation from high school (or GED equivalent); and
b. One year of full-time work experience in general office administrative support; technical program support; or program administration, development, management, or operations; and
c. A total of three years of education and full-time experience (as described in part b), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
