The Office of the Chief Financial Officer - Assessors Division is accepting applications for a Public Affairs Manager position.
Position Summary
Plans, develops and implements a comprehensive program of public relations, marketing, community involvement, promotional activities and media relations to effect and improve understanding by the public, employees and customers of the objectives, achievements and core competencies of the department.
Requirements
- Manage directly and through subordinate supervisors, the work of a staff of technical, professional, and professional employees.
- Develop and administer a public affairs program by providing guidance and assistance to all components of the organization.
- Direct the preparation and release of newsworthy-information in accordance with established polices, and procedures
- Advise on the nature and dissemination of effective message regarding departmental polices, and programs.
- Establish and maintains relations with print and broadcast media and arranges interviews involving departmental employees and media representatives, and prepares employees for such interviews.
- Develop marketing and communication strategies to publicize the departmental mission, goals, services, functions and community involvement.
- Develop, and implement strategic business measures including outreach services for Detroit based small business enterprises.
- Systematically evaluate the effectiveness of the public affairs program, by monitoring the media and conducting client surveys.
- Supervise the audio visual support activities of the department.
- Represent the department in contacts with the public, system subscribers, customers, the media, consultants, contractors, vendors, City of Detroit agencies and representatives of state, local and federal government.
Qualifications
- Bachelor’s degree in public relations, marketing, or communications.
- Seven (7) years’ experience in development and management of public relations, public affairs and marketing.
- One (1) year management experience.
Equivalency- Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis.

Knowledge, Skills and Abilities
- Knowledge of the principles and application of contemporary marketing, advertising and publicity concepts, techniques and best practices.
- Knowledge of the proper use of various sales, marketing and publicity media and English language usage.
- Knowledge of the organization, functions, mission and client base of DWSD or similar public entity.
- Knowledge of policies, procedures, rules, regulations and legislation governing the operation of DWSD.
- Knowledge of the capabilities and applications of information technology that support marketing and publicity work.
- Skill in the design and implementation of effective print and visual communications programs.
- Skill in the identification and resolution of communications, and non-communications, problems.
- Skill in the development and implementation of strategic, operational and project plans.
- Ability to plan and carry out sales, marketing and publicity campaigns.
- Ability to deal effectively with representatives of the media, corporations, government officials, civic and business organizations, board and commission members, employees and the general public.
- Ability to make effective multimedia sales advertising and marketing presentations.
- Ability to prepare effective presentations, press releases, news articles and other communication.
- Ability to proficiently use of a personal computer and software designed to support presentations, flyers, brochures, newsletters and pamphlets
- Ability to bring focus and perspective to group and team projects.
- Ability to respond to workplace dynamics in a timely, and proactive manner.
- Ability to plan and manage budgets.
Physical Demands- Work is light.
- An incumbent must be able to perform the essential functions of the class which involve reading standard English text, conducting formal and informal meetings and providing instructions to subordinates.
Work Environment- Work may be performed in an office, studio, or field setting and may involve exposure to video display equipment, cameras, lights and ·other electrical equipment.
