The primary purpose of this position is: To serve as a public health plans and program compliance manager for public health, preventive medicine, and occupational health functions with the 33d Fighter Wing Det 1.

In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: EDUCATION: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position.

This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.

Examples of specialized experience includes professional knowledge and ability applicable to a wide range of public health biological science duties; and the skill to modify standard practices and adapt study procedures or techniques to solve a variety of complex problems; adapt precedents or make significant departures from previous approaches to similar projects to provide for the specialized requirements of projects; and apply standard practices of other related health program disciplines; and conduct medical data collection, statistical analysis, reporting, and provide community awareness for the purpose of disease management and prevention.

In-depth knowledge of public health regulations and operating procedures to advise the medical treatment facility commander of appropriate control measures for communicable diseases or conditions of public health significance.

In-depth knowledge of the principles, concepts, and methodologies of public health including types of communicable diseases, epidemiology, preventive medicine techniques, bacteriology, disease transmission to man, and community environment characteristics.

OR EDUCATION: Baccalaureate degree or higher level degree in a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position.

This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.

Additionally, I have 3 full years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

OR COMBINATION OF EXPERIENCE AND EDUCATION: Baccalaureate degree or higher level degree in a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position.

This degree must be from an educational program from an accrediting body recognized by the U.S.

Department of Education (external link) at the time the degree was obtained - AND I have less than the full amount of specialized experience required, BUT I also have education above the Master's degree level (working toward a PhD.

or equivalent doctoral degree) with a major or subject area related to the position to be filled. Therefore, I have a combination of experience and education.

This education must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional Knowledge of the comprehensive principles, concepts and methodologies of public health including communicable diseases, preventive medicine techniques, epidemiology, occupational safety and health, bacteriology, microbiology, laboratory techniques, diseases transmissible to man, biophysics, basic anatomy and physiology, medical administration, food and water safety and security, and disaster response.

Additionally, knowledge of foreign diseases and their prevention, medical intelligence sources, biological warfare/terror agent detection and prevention is critical.

Knowledge of the missions, organizations, programs, and requirements of healthcare delivery systems and the relationships of Public Health, Force Health Management, Community Health and Occupational Medicine, within the AF and AF Medical Service.

Knowledge of regulations and standards of regulatory and credentialing groups and directives including requirements for accreditation promulgated by the Joint Commission on Accreditation of Healthcare Organizations, Air Force Occupational Safety and Health Program, Food and Drug Administration, United States Department of Agriculture (and their World Health Association counterparts), Department of Defense Health Affairs, and HQ USAF; Knowledge of safety and security regulations, practices, and procedures and investigatory processes as related to public health standards and requirements.

Skill in gathering, analyzing data, delivering briefings and make recommendations based on complex and diverse data. Skill in effective communicating, both orally and in writing.

Knowledge of basic PC/small office computer skills and ability to learn new applications/programs used within the health care field.

Ability to effectively use word processing, spreadsheets, and presentation materials and charts/graphs.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Oversees the currency and accuracy of plans, instructions and policies.

Administers and performs duties related to the execution of a variety of public health programs within the Force Health and Community Health Elements (e.g., Deployment and Travel Medicine, Deployment Health Surveillance and Assessment, Immunization policies, Occupational Safety and Health Administration (OSHA) compliance, Reproductive Hazard Assessments, Hearing Conservation, Illness and Injury Investigation and Remediation Programs, Bloodborne Pathogen Exposure Control, Disaster Response and Public Health Emergencies, Population Health, Epidemiology, Food Safety and Vulnerability Assessment, Facility Sanitation programs, Sexually Transmitted Infection Control and Prevention, Medical Entomology, Tuberculosis Control and Prevention, and Rabies Exposure Surveillance).

Represents PH and the MTF with a variety of installation and functional area organizations. Performs duties and functions to assure the work of the organization is carried out.

Trains or arranges for the training of team members.
