This job is about leading the planning and coordination of official visits by high-level U.S.

and foreign dignitaries to an Air Force base in California, ensuring everything follows proper etiquette and protocols.

The primary purpose of this position is: To serve as the Director of Protocol, which involves the formulation, implementation, and supervision of all protocol aspects of foreign and domestic visits to the 60th Air Mobility Wing.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.

Examples of specialized experience includes (1)extensive knowledge and understanding of official protocol functions, concepts, and practices to plan and direct the execution of special functions for distinguished high- level U.S.

and foreign visitors, (2) expert knowledge of written and oral communication methods and techniques and skill applying this knowledge in directing the protocol function, (3) knowledge of protocol functions and principals sufficient to research customs, etiquette, and diplomatic formalities where guidelines are lacking in order to establish proper procedures in relation to international affairs.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of a written and oral communication methods and techniques and skill in applying this knowledge in directingthe protocol function. 2.

Comprehensive knowledge and understanding of international, DoD and AF protocol directives, methods, and practices aswell as of DoD, Air Staff, MAJCOM, Base and Wing structures and functions in order to advise on and ensure proper treatmentafforded distinguished visitors and ranking personnel.

3. Knowledge of the organization structure and function of base and mission partner activities to coordinate all aspects ofitineraries. 4.

Knowledge of Travis AFB missions, policies, requirements, organizational structures, and key personnel as well as the localcommunity in order to establish/maintain effective working relationships. 5.

Knowledge of a full range of personnel management policies, practices, and procedures including methods used to establishprogram objectives or performance goals and assess progress toward their achievement 6.

Ability to plan, organize, and direct the functions and staff of an organization, lead others in projects, and to negotiate effectively with management to accept and implement recommendations, AND Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relationships.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Serves as Director of Protocol. Exercises personnel management responsibilities as a team-leader for the on-loan protocol staffing of military and civilians.

Serves as principal point of contact for matters pertaining to the handling of high-ranking visitors to the 60AMW, official social events sanctioned by 60 AMW and formal military ceremonies for all Wing, Group, Squadron and associate and tenant units in Team Travis.

Responds to requests for information and assistance for senior leaders as they pertain to representational social events, official travel, and official gift exchanges.

Maintains custodial control of the Commander's Official Representation Funds (ORF) and Special Morale and Welfare Funds (SM&W).
