Job Description

Summary

This job involves managing real estate transactions for state-owned properties, mainly handling leases and sales while ensuring everything follows federal and state rules.

You'll work somewhat independently, guide teams across the state, and visit sites to check on things like wireless facilities.

The Opportunity

WSDOT is currently seeking two Property Management Specialists to fill vacancies within the Headquarters Real Estate Services (HQ RES) team.

In these roles, you will independently and with limited supervision, review, coordinate, and conclude property management transactions on WSDOT-owned properties primarily related to leasing and property disposals.

These positions will play an integral role in working with the Regions, Attorney General’s Office, and the Federal Highway Administration, to ensure property management functions are being completed and in compliance required by federal and state rules and regulations.

The Property Management Specialists will provide advice and direction throughout the state in disciplines where the incumbent is proficient.

The successful candidates will work with management to analyze Region and HQ staff’s strengths and weaknesses and identify the training needed to increase the accuracy of the work produced by the Region.


What to Expect

Among the varied range of responsibilities held within these roles, the Property Management Specialists will:

  • Serve as key a member of HQ RES in implementing short and long-range strategies to meet WSDOT's mission, vision, and goals and the assigned regions' property management goals.
  • Independently initiate, review, and perform property management functions and complete transactions related to property management.
  • Work with Region staff to provide direction and guidance on polices related to property management required to complete transactions.
  • Complete lease requests for wireless facilities throughout the state, including site visits and inspections of facilities and other WSDOT properties, as needed.
  • Independently apply technical knowledge to conduct complex and non-complex reviews of statewide wireless lease transactions and supporting documentation.
  • Review the leasing and disposal files submitted to HQ to ensure all necessary documents have been submitted and all compliance requirements have been met by the region.
  • Perform title related work for leasing, disposal, inventory, and turnbacks. Draft and review complex and non-complex WSDOT documents.
  • Develop leases/agreements/real estate contracts and all terms and conditions contained therein.


Qualifications

To be considered for these opportunities, the following competencies are required:

Regulatory and Technical Expertise

  • Demonstrates in-depth knowledge of federal and state regulations, including 23 CFR Part 710, 49 CFR Part 24, Chapter 47.12 RCW, and Chapter 468-30 WAC, as well as real estate, landlord-tenant, highway access control, and eminent domain laws and practices.
  • Skills to apply comprehensive knowledge of real property principles and the WSDOT Right of Way Manual to property management activities and decisions.
  • Demonstrates ability to ensure compliance with applicable laws, regulations, and agency policies in real estate transactions.

Property Management and Program Oversight

  • Demonstrates understanding of property management processes for public or governmental property, including leasing, disposal, conveyance, transfer, exchange, and ongoing property management.
  • Skills and experience independently analyzing, evaluating, and resolving real property and property management issues.
  • Demonstrates ability to review and evaluate property management transactions for accuracy, completeness, and regulatory compliance.

Policy Development and Program Improvement

  • Experience developing, evaluating, and recommending policy and procedural improvements to promote statewide consistency, efficiency, and program effectiveness.
  • Ability to apply professional judgment to interpret policies and procedures and adapt them appropriately to unique or complex situations.

Leadership, Technical Guidance, and Training

  • Skills to provide technical guidance, direction, and consultation to regional, HQ, and real estate staff statewide.
  • Skills and ability to develop and deliver property management training and mentoring to less experienced staff.

Communication and Representation

  • Effective communication skills, both orally and in writing, to convey technical information clearly to diverse audiences.
  • Ability to represent the department in discussions with local agencies, stakeholders, and the public on property-related matters.
  • Skills to prepare clear, accurate, and well-organized correspondence, reports, and recommendations.

Technology and Data Management

  • Demonstrate proficiency with standard business software, including Microsoft Word, Excel, Access, Outlook, PowerPoint, Teams, Adobe, SharePoint, ProjectWise, and web-based tools.
  • Skills to use multiple electronic systems and databases to analyze data, review files, prepare reports, and maintain accurate property management records.

The following qualifications are also required:

  • Ability to maneuver and transport various boxes and/or materials weighing up to 25 pounds.
  • Ability to obtain a Washington Notary Public and demonstrates a commitment to continuous learning, professional growth, and service to others.


It is preferred that qualified candidates also demonstrate:

Technical Knowledge and Subject Matter Expertise

  • Knowledge of disposal and lease requirements in accordance with current federal and state law and WSDOT property management policies and procedures.
  • Working knowledge of real estate and landlord-tenant law, including title concepts and eminent domain principles.
  • Familiarity with right of way engineering concepts, including how engineering decisions affect property boundaries, access, and real estate transactions.

Right of Way and Property Transaction Skills

  • Ability to interpret and understand WSDOT right of way plans and real estate maps.
  • Experience preparing or reviewing legal descriptions and exhibits for leases, disposals, conveyances, transfers, or other real property transactions.
  • Understanding of highway access control requirements and the ability to apply appropriate access language to real property documents.

Systems, Tools, and Technology

  • Proficiency in the use of applications and databases, including but not limited to SR View, ECM, real estate software, and other enterprise systems.
  • Experience navigating local agency websites to research property ownership, project information, and regulatory requirements.

Work Management and Oversight

  • Demonstrates ability to prioritize and perform audits of property management transactions to ensure compliance with applicable state and federal laws and regulations.
  • Ability to manage workload efficiently while maintaining accuracy and attention to detail in a deadline-driven environment.
