Full Job Description

King County’s Finance and Business Operations Division (FBOD) is seeking an outstanding people leader to serve as the next Property Tax Supervisor. The Treasury Section is part of the larger FBOD portfolio of countywide services and is responsible for carrying out the treasury functions of King County government and over 100 special purpose districts.

Treasury is responsible for billing, collecting, depositing, reconciling, and distributing property tax payments, of over $7 billion dollars per year. These property tax payments fund key public services within the geographic boundaries of King County. Property tax staff interact with the taxpayers daily through phone, email, and in person at King County’s public-facing Customer Service Center where property tax and other payments are made in person.

Scope of Job Duties: To be considered for this opportunity, you must at a minimum demonstrate knowledge, skill and ability to:

  • Supervise the day-to-day operations of the Property Tax Team (approximately 15 employees) responsible for performing property tax billing and collection activities.
  • Hire, coach, train, and motivate the team. Identify, prioritize and manage staff workload and ensure adequate staffing. Ensure new employees are thoroughly onboarded, trained, and supported in their roles. Ensure that employees follow King County policies, procedures, rules and regulations.
  • Manage employee performance including establishing performance expectations, deliverables, and metrics. Provide staff with regular coaching and positive and corrective feedback. Hold staff accountable for work quality and quantity and for completing mandatory training. Discuss individual performance with employees and recommend training and development plans. Conduct performance evaluations.
  • Model, promote, and maintain a healthy workplace culture of respect and teamwork where employees feel valued and empowered to do their best work. Recognize individual and team accomplishments.
  • Serve as a key advisor to the Chief Treasury Officer on property tax related issues.
  • Establish a strong understanding of statues and processes related to county treasury functions. Interpret, understand, and uphold legal regulations related to property tax billing, collection, foreclosure, and other related functions.
  • Actively promotes a “continuous improvement mindset” throughout the work teams. Lead business process improvement efforts and standardization using technology and other tools. Ensure all team processes have “standard work” and are updated on a regular basis in a shared repository.
  • Ensure outstanding customer service is provided by all staff. Triage and respond to escalated customer service issues and complaints.
  • Lead, oversee, and/or participate in complex projects, especially those that leverage new technology and enhance customer experience.

Minimum Qualifications:

  • Experience leading, supervising, and coaching employees to work to their full potential.
  • Experience understanding, interpreting, and implementing state statutes, federal rules and regulations, codes, ordinances, and policies.
  • Exhibits excellent people leader skills and models the way to promote a culture of employee engagement which supports the development, learning, coaching, and team building necessary to support the workforce of the future.
  • Exhibits maturity and a high degree of emotional intelligence when interacting with others. Manages conflicts well. Consistently exercises good judgment and exhibits a calm demeanor during crisis.
  • Ability to think both tactically and strategically. Ability to analyze the root causes of issues before jumping to solutions; proactively anticipate and mitigate problems; effectively use data and metrics to drive decision making.
  • Experience overseeing projects, ideally with a technology focus. Ability to advance and implement key initiatives to improve services.
  • Strong communication, interpersonal, writing and customer service skills.
  • Intermediate level of technology proficiency using MS Office Productivity tools in your daily work.
  • Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products.
  • Ability to work with people from diverse backgrounds.

  • Knowledge, skill, and practical use of King County’s financial systems, policies, and procedures.
  • Experience and familiarity with government banking, property tax collections, accounting, budgeting, or other government financial services.
  • Experience and practical knowledge of large-scale (multi-billion dollar) customer billing and accounts receivable operations.
  • Experience with LEAN processes and principles.
  • Experience with SharePoint, MS Teams and other collaborative online tools.

Position Information:

  • Work Site Details: The work associated with this position will be performed through a combination of remote and onsite work. The successful candidate will be expected to report to the office for onsite work typically 3 times per week. The frequency of onsite work may vary based on business or operational needs and be adjusted accordingly. During peak busy season (April-May and Oct-Nov), this position will be full-time in the office 5 days per week. This team currently works in the office on Tuesdays, Wednesdays, and Thursdays. The primary onsite location is King Street Center, 201 S. Jackson, Seattle, Washington 98104.
  • Location Requirement: Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
  • Work Schedule: This position is Exempt from the provisions of the Fair Labor Standards Act and therefore is not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday.
  • Union Representation: This position is not represented.

Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work, remain available and responsive during scheduled work hours, and follow FBOD’s Hybrid and Remote Guidelines including on-camera participation during virtual video meetings.
