DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
We are seeking a Quality Control Project Manager to lead the 11-month warranty phase for City projects. Acting as the final line of defense for public infrastructure, you will conduct field audits, manage contractor compliance, and secure the City of Houston’s seal of approval through high-standard project closeouts.

Key Responsibilities:
  • Proactively conduct field investigations and technical analysis to identify defects during the 11-month warranty period
  • Author comprehensive reports to ensure all corrective actions are completed.
  • Maintain rigorous logs and tracking systems for all design and construction aspects of HPW projects, building a culture of transparency and trust.
  • Identify quality-control risks early and implement strategies to prevent project delays, cost overruns, and safety hazards.
  • Partner with Project Managers and contractors to embed quality control measures at the 11-month period before final acceptance.
  • Act as the primary point of contact for high-level meetings and resolve complex inquiries or complaints from citizens, city officials, and external agencies.
  • Perform critical on-site inspections and audits to verify that workmanship and materials exceed project specifications and City of Houston standards.
  • Develop and manage internal auditing dashboards to track quality trends and solve systematic issues across the project lifecycle.
  • Perform other duties as assigned.

WORKING CONDITIONS
This position is physically comfortable; the individual has discretion about walking, standing, etc. this job involves many site visits and inspects projects in the field. Must meet concerned Citizens in the field on location. There is occasional minor discomfort from exposure to less-than-optimal temperature. May require walking on rough surfaces during on-site inspections and investigations.
This is a Department of Public Works & Engineering Emergency Management position at the Tier III Level.


Requirements

EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.

EXPERIENCE REQUIREMENTS
Four years of experience in construction, construction inspection, design, landscape design, geotechnical, environmental or a closely related field are required.

Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis.

LICENSE REQUIREMENTS

Qualifications


Preference will be given to candidates who possess a valid Texas Driver’s license and be in compliance with the City of Houston’s policy on driving (AP 2-2).
Preference will be given to candidates with prior comprehension of quality control programs.

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6. **
