OCCUPATIONAL INFORMATION

The Project Manager & Analytics Specialist is responsible for supporting the Operations initiatives established by the Director of Office of Analysis and Strategy.

They possess knowledge of project development and the ability to manage a project or program from start to finish.

They assist with the development and implementation of divisional goals and initiatives.

The Project Manager & Analytics Specialist possesses expertise in data analysis and has the ability to work with advanced levels of data analytics.

The position of the Project Manager & Analytics Specialist is focused heavily on managing a wide range of projects involving data collection, production, and dissemination relating to strategy, planning, and organizational effectiveness efforts.

This position reports to the Director of Office of Analysis and Strategy.

Major Project Manager & Analytics Functions

The major functions performed by the Project Manager & Analytics Specialist include the development of data and the subsequent analysis and application of the results.

They work with internal customers and managers to identify areas requiring potential reorganization and develop and implement initiatives based on this research.

The Project Manager & Analytics Specialist must display a highly developed skill set in the identification of data and the resulting application of project analysis and change initiatives.

Project Manager & Analytics Specialist I – This is an entry level position in this series.

Incumbents assist higher-level professionals in the conduct of their duties and/or perform specific tasks as directed.

Work is reviewed at frequent intervals for accuracy, adherence to goals and technical soundness.


Requirements

  • Analyzes data from a variety of database sources and formats for research, systems, and report design.

  • Assists stakeholders in understanding generated reports, outputs, and operational interfaces, and counsels them on their use, and in finding ways to be used to improve their functionality.

  • Assists with the implementation of divisional goals, initiatives and plans.

  • Develops and implements initiatives to improve work processes.

  • Drives fact-based decision making at all levels within the organization.

  • Drives process improvement initiatives used to increase the capability and efficiency of reporting efforts.

  • Manages project development and execution from inception to closure.

  • Presents results of analyses concisely and effectively to ensure adoption.

  • Produces summarization reports, outputs, and operational interfaces that present research findings to stakeholders.

  • Provides supporting information to substantiate research findings.

  • Tracks and reports project milestones and status reports to project sponsors.

    Adherence to instructions and established procedures is required.GUIDELINESGuidelines exist for the Project Manager & Analytics Specialist position in the form of agency regulations, legislations, procedures, contracts, manuals and requirements; local, state, and federal rules and regulations, City of Detroit, Wayne County, the State of Michigan and the Federal government regulations.

    COMPLEXITY The complexity of the work derives from the nature, number, variety, and intricacy of tasks, steps, processes, or methods in the work performed; the difficulty in identifying what needs to be done; and the difficulty and originality involved in performing the work.

    Work complexity is further driven by the policies and procedures that guide the work or from communications with City employees unfamiliar with project management and data analysis and the ability to translate these processes into reports easily understood by people without project management or data analytics backgrounds.

    SCOPE AND EFFECTThe scope and effect of the work centers on support to the function and to the Director of Office of Analysis and Strategy, or other designated authorities in project development and the ability to manage and analyze a project or program from start to finish in the preparation, identification and implementation process.

    The accuracy and timeliness of the work impacts on the reliability of the daily output of the individual are considered.PURPOSE OF CONTACTS At the entry-level, the purpose of Project Manager & Analytics Specialist I is to assist higher-level professionals in the conduct of their duties and/or perform specific tasks as directed, including project development, investigation and analysis.

    Qualifications

    Education
    Bachelor's degree with major in data analytics, project management, business, management, organizational development, or a related field.

    Experience

    One to three (1-3) years of experience in any combination of the following components: project management, data analysis, process improvement, systems analysis, data science, public administration, business management, or related field.


    Lean Six Sigma certification preferred

    Tableau and Smartsheet knowledge are preferred

    Equivalency
    Equivalent combinations of education and experience may be substituted to meet the education and experience requirement of this position.
