Job Description

Summary

This job involves leading complex projects in passport issuance operations for the U.S.

Department of State, focusing on planning, executing, and monitoring initiatives to improve processes and ensure compliance with federal rules.

It also includes advising senior leaders, managing changes in the organization, and overseeing contracts to support smooth operations.

Key Requirements

  • Experience as a Government Technical Monitor (GTM) for contracts, overseeing contractor performance and deliverables
  • 52 weeks of time-in-grade at the GS-12 level for federal applicants

Full Job Description

This position is located in the Bureau of Consular Affairs, Office of the Managing Director for Passport Issuance Operations (CA/PPT/I)., with the U.S. Department of State.

CA is responsible for the welfare and protection of U.S. citizens abroad, for the issuance of passports and other travel documentation to citizens and nationals, and for the protection of U.S.

border security and the facilitation of legitimate travel to the United States.

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience providing clear project reporting and briefings to the Deputy Assistant Secretary for Passport Services Directorate, Consular Affairs senior level stakeholders, and other project managers to ensure alignment and consistency with overall agency goals, objectives, and priorities.

Experience applying project management principles and methods to lead multiple complex project lifecycle, including planning, execution, monitoring, and closeout.

Experience should include establishing project goals, defining scope, developing detailed schedules to include integrated master schedules, allocating resources, and managing interdependent variables such as budgets, staffing, contracts, IT/Technical infrastructure, and equipment.

Experience overseeing project performance, coordinating activities and resources to manage risk, implementing quality assurance, managing schedules and documentation, planning product releases, conducting cost-benefit analyses, and ensuring compliance with laws, regulations, and policies.

Experience developing and implementing comprehensive change management strategies and plans for large-scale organizational initiatives and ability to mentor and lead change agents, conduct impact assessments, develop communication and training plans, and facilitate stakeholder engagement ensuring smooth adoption of process, technology, and structural changes.

Experience serving as Government Technical Monitor (GTM) for contracts supporting projects, overseeing contractor performance, deliverables, and compliance with project objectives.

There is no substitute of education for specialized experience for the GS-14 position.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Major Duties:

  • Provide expert advisory and consultative services to the Deputy Assistant Secretary for Passport Services Directorate, Managing Director of Issuance Operations.
  • Design project objectives to include scope, stakeholder analysis, impacted groups, work breakdown structure, and sequencing of tasks.
  • Maintain expertise in procedures for assessing, evaluating, and monitoring projects to ensure compliance with Federal laws, regulations, and guidance.
  • Mentor change agent employees in assigned work areas and leads a range of organizational change management activities to improve business processes that advance sustained and improved customer service.
  • Build and maintain strong relationships with key stakeholders across the organization, including senior leaders, managers, employees, and union representatives.
