About the Position: Winchester, a city of 30,000, is located in the beautiful Shenandoah Valley 70 miles northwest of Washington, DC.

OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement.

In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above.

supporting project management activities under close supervision; 2. assisting with basic project planning, scheduling, and budget tracking; 3.

participating in project delivery team meetings and coordination activities; and 4. conducting research on project requirements and compliance standards.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D.

Managing the design and construction projects to ensure timely accomplishment of activities while leading and coordinating project planning, design, construction and contracting team members; 2.

reviewing designs for compliance with stakeholder requirements and to ensure the project does not exceed funding limitations; and 3.

involvement in the decision making of projects plans to attain customer goals.

or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M.

Major Duties:

  • The Project Management Plan (PMP) establishes Project Delivery Team (PDT) responsibilities, sets expectations, documents project scope and criteria, schedules and milestones, budgets, dependencies, and responsibilities of the participating parties.
  • Serve as life-cycle Project Manager that is responsible for the overall management, control, coordination, and execution of assigned projects.
  • Interpret and implement program policies, directives and procedures and ensures the timely accomplishment of all activities in areas of planning, programming, design, and contracting responsibilities.
  • Endorse all products produced in support of the project and ensure the project schedule incorporates sufficient time and resources for the PDT to produce quality products.
  • Ensure introduction of latest forecasts, resolves in advance anticipated problems in the areas of performance goals, timing, and potential costs.
  • Review concept designs for compliance with project scope, requirements, functionality, and ensure that the project design does not exceed authorization and funding limitations.
  • Implement corporate decisions, guidance, laws, regulations, and policy in the development of the projects and intermediate products in support of the project through the entire project life cycle.
