Full Job Description

A Non-Merit vacancy exists in the Office of Information Technology.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Requirements

Assists County agencies in maximizing business operations through assistance in the management and implementation of projects, and day to day project team member support as identified as part of the overall County Information Technology Plan.

EXAMPLES OF ESSENTIAL DUTIES

  • Provides assistance to OIT Management Staff, OIT Project Managers and Project Customers in the initiation, development and implementation of Information Technology related projects.

  • Maintains all schedules/calendars for assigned projects and assists the Project Manager in preparation, organization, setting agenda, developing schedules, taking notes and minutes, developing action items, and general follow up of project meetings.

  • Assists Project Managers with meeting set up including room reservations, notification and confirmation of attendees, projector and conference equipment set up, Meeting minutes and preparing meeting materials.

  • Assists Project Manager with critical path analysis, dependency analysis, project issues management, and project communications to all levels of the organization.

  • Under the guidance of a Project Manager, develops, maintains, reviews and monitors project documents and deliverables.

EXAMPLES OF OTHER DUTIES

  • Identifies and helps to resolve issues with project plans and project tracking.

  • Assists with arranging travel plans and travel schedules for the project team.

  • Maintains project organization charts and other documentation on projects and programs.

  • Assists in managing project resource allocation and availability as needed.

  • Uses project management software for template set up, user maintenance, project reporting and files. Assists Project Managers with maintenance of project documents including scanning, uploading, organizing documents, granting team site access, granting business user access.

  • Assists Project Managers with project elements in accordance with project methodology.

  • May act as project manager on small projects with overall accountability for project success; or may serve as team leader under a Project Manager on larger projects.

Qualifications

Education, Training, and Experience

Education: High School diploma, or equivalent

Experience: Minimum two (2) years experience providing administrative and clerical support to multiple managers in a professional environment or Internship with a Project Management Office

Knowledge, Skills, and Abilities (Entry-level)

Basic knowledge of project management and program planning.

Knowledge of the principles and practices of planning, developing, monitoring, controlling and implementation of an information technology project.

Knowledge of organizational methods, work flow planning, communication planning and resource allocation. Knowledge of project management tools and software.

Skill in project management and the use of project management tools. Skill in the use of systems development life cycle (SDLC) methodology including requirements, design, testing and implementation.

Skill in the use of MS Project and schedules. Understanding of project management principles including initiation, planning, executing, monitoring and closing of a project.

Skill in working and communicating with horizontally and vertically disparate organizational stakeholders.

Ability to organize workflow, task scheduling and monitor project status. Clearly and effectively communicate.

Assist in the coordination the work of a team with work of other units within the Office of Information Technology and the County.

Research and evaluate issues, providing various remediation solutions to Project Manager.

Knowledge of the Project Management Book of Knowledge (PMBOK)

Skill in communication with different team member skill sets.

Ability to understand PM needs and to be flexible with different levels of project needs.
