Full Job Description

The Veterans Affairs Southern Nevada Health Care System is a Level 1b facility serving the VA Sierra Pacific Network.

The site manager serves as an extension of the Assistant Director providing operational and administrative oversight and direction of all operations at one or more Primary Care Clinics (PCC) and Community Based Outpatient Clinics (CBOC) of the VA Southern Nevada Healthcare System.

This position will be located at the Southeast Primary Care Clinic in Henderson, NV. To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: Specialized Experience: Qualifying specialized experience includes leading a group of people with the ability to assign and evaluate tasks to staff in the service; possess computer knowledge base experience with the ability to research, gather, compile, and analyze data from various data sources; developed new or modified work methods, organizational structures, and staffing patterns to maintain safe and successful program operations; provide oversight and recommendations regarding program budget; and conduct studies to evaluate ways to improve the effectiveness and efficiency of work operations.

Experience as a Contracting Officers Representative (COR), which entrails responsibility for actions taken after contract award to obtain compliance with contract requirements is a requirement in order to be eligible for this position.

Education: There is no education substitution at this grade level.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required such as carrying items like books, papers, etc.

When dealing with patient or employee conflicts, reviewing the work of contractors, conducting inspections and inventories, the work will involve long periods of standing, bending and stooping.

Major Duties:

Exercises a high degree of initiating, coordinating, and assisting with the workflow of the entire PCC Has direct management of the clinic to include: planning, organizing, directing, controlling, evaluating, and improving medical and administrative support operations of the clinic.

In collaboration with PCC Physician Supervisors, Nurse Managers, and Supervisory Business Administration Service staff, oversees the development and implementation of programs, services, policies and procedures for the clinic and represents the clinic in the community.

Utilizes available resources to provide the best patient-centered care either directly or indirectly, utilizing innovative approaches to cost-effective healthcare management.

Develops and coordinates internal review systems to assure that both clinical and administrative activities are in compliance with agency and regulatory requirements.

Provides management, direction, and oversight of the support staff and the clinical and non-clinical staff assigned to the PCC throughout their respective supervisor and leadership chain.

As the Contracting Officer's Representative (COR) for the site lease agreements, the incumbent manages procurement and contracting within the PCC/CBOC.

Confirms that official correspondence, such as any notification of non-compliance letter and alteration documentation when not procured through a subsequent amendment, are maintained in the contract file.

Documents all compliance related documents including correspondence, inspection forms, inspection and non-compliance letters, general correspondence, telephone conversations or other verbal communications, and all other required documentation.

Maintains records of contract performance, such as inspection and progress reports, site visits, and service reports and submittals necessary for lease compliance.

Analyzes several programs, such as VHA Support Service Center (VSSC), Business Intelligence Service Line (BISL), Pyramid Analytics, ARC data, Veterans Health Information Systems and Technology Architecture (VistA), and Computerized Patient Record System (CPRS).

Responsible for tracking systems and dashboards within the various programs. Analyzes data and recognizes where opportunity for process improvement exists to recommend and provide new processes.

Provides technical, financial, and administrative actions in support of the NCO 21 Contracting Office. Work Schedule: Monday-Friday 7:30 am to 4:00 pm Virtual: This is not a virtual position.
