The Nursing Service provides inpatient and outpatient care in multiple locations.
The Nursing Service consists of Nine Complex Service lines (Acute Care, Primary Care, Surgery/Procedure, Mental Health, Geriatrics & Extended Care, Medicine Specialty, Nursing Education, Nursing Operations and Research) across all Nine Orlando VA Healthcare System Facilities.
The Incumbent will provide a broad, complex, and diverse scope of administrative support to the service.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/10/2026.
Applicants must have one (1) full year of specialized experience related to this position.
This experience must have been equivalent to at least the GS-11 grade level in the Federal Service, that equipped me with the knowledge, skills and abilities needed to successfully perform the duties of this position and that is typically in and/or related to the position being filled.
Specialized experience includes, but are not limited to: Coordinates strategic planning process with senior leadership, including deployments of plans throughout the organization; overseeing administrative and clinical services to include all specialty and primary care in relation to staffing budgeting, equipment and contracting; developing written communication (correspondence, action plans and reports) that are provided to stakeholders; planning, organizing, and directing group studies and activities to present convincing recommendations to management; utilize management skills to collect, review and develop comprehensive business plans for expansions and/or new initiatives.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS - 11 position you must have served 52 weeks at the GS 09. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS - 09 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Serves as the Equipment Coordinator and Contracting Officer's Representative (COR) for all requested, pending and pre and post award procurements and service contracts, ensure accuracy of contracting packets/purchase orders.
Verify it includes complete quotes and is not expired. If needed request and obtain a new and updated quote to provide to Supply Chain Management (SCM) for processing, and complete acquisition packets.
Ensure item(s) descriptions are provided along with physical, functional, and performance salient characteristics. OR, Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have Ph.D.
or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR, Combination: A combination of experience and education that meets 100% of the qualification requirements.

Major Duties:
The incumbent provides oversight and coordination of the Veterans Health Administration (VHA) Equipment and Clinical Products Program for the Nursing Service of the Orlando VA Healthcare System to include those areas in which Nursing Service has responsibility.
The incumbent serves as the Equipment Coordinator and Contracting Officer's Representative (COR) for all requested, pending and pre and post award procurements and service contracts.
Monitors program effectiveness, developing and recommending changes when necessary to maximize use of available personnel, material, and resources.
Works extensively with Logistics, Sterile Processing, Engineering and Contracting Services, as well as subject matter experts within the nursing service and across the organization to research future procurements through vendor market research.
