The Program Specialist (Deployment) is located in the Deployment Office of the Electronic Health Records Modernization Integration Office (EHRM-IO) which is located within the Office of the Deputy Secretary of VA (DEPSECVA).
EHRM-IO is responsible for ensuring that VA successfully prepares for, deploys, and transitions to a new electronic health record (EHR) system.
This position will be physically located in a VA owned or leased office/space and require up to 75% official travel.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/17/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Managing and supporting the implementation of a VA approved standard deployment methodology.
Managing the technical, business, and cultural strategy for migrating from a paper health record system to the modernized electronic health record.
In addition to meeting the Specialized Experience requirement you must also meet: Selective Placement Factor: One year of specialized experience which includes informing, organizing and leading complex analyses of deployment activities , coordinating daily operations across the enterprise within multiple locations, ensuring adherence to organizational standards for quality, service, and performance.
This includes but is not limited to all aspects of the system development life cycle , conducts in-depth reviews and evaluations of programs, policies, and procedures.
Exhibits the ability to apply advanced qualitative and quantitative methods to assess and improve management and program systems.
Experience interpreting and revising policy and regulatory guidance, advising leadership on strategy, risk management, and corrective actions.
Extensive experience in project management, overseeing multiple projects simultaneously, preparing complex documentation, and ensuring compliance with all pertinent regulations and laws, ability to meet quick turnaround on deliverables and actions.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Major Duties:
NOTE: The salary range may change depending upon the actual physical location of the selectee for the position.
This position is located in the Office of Deployment for the Department of Veterans Affairs (VA) Electronic Health Record Modernization Integration Office (EHRM-I0), within the Office of the Deputy Secretary of VA (DEPSECVA).
Major Duties: Analyzes, plans, documents, designs, implements, assesses, and improves the alignment of EHRM-IO and deployment strategy, plans, and systems with the mission, goals, structure, and processes of the health care system.
Serves as an advocate within EHRM-IO to apply improvements and supports efforts to the agency's ability to respond to meet mission requirements through the optimal application of health information systems and services.
Manages the technical, business, and cultural strategy for migrating from the current to the future health record.
The incumbent collaborates with multiple teams to accomplish this work with members at all levels of the organization. Responsible for the oversight of multiple projects within EHRM-1O.
Reviews and approves the work of the contractors and provides input in support of TO and deliverable reviews. Serves as a liaison to other enterprise teams associated with deployment.
Serve as project lead on assigned projects.
Support implementation and deployment through observation, work processes and technology at the deployment sites and coordination with vendor and technical teams in the configuration of the EHR system.
Represents EHRM-1O Deployment during executive level briefings and supports other deployment related activities. Facilitating management of the deployment schedule.
