Summary

This job involves leading a team that prepares and manages Air Force personnel for deployments, including handling briefings, tracking data, and ensuring everyone is ready for missions.

It's a key role at a military base where you'll deal with fast-paced operations and emergencies.

The primary purpose of this position is: To serve as the Chief, Installation Personnel Readiness office; responsible for operations, management and accuracy of personnel deployment readiness and accountability of personnel for USAF and mission partners, personnel deployments to include deployment briefings and personnel data management.

ADDITIONAL CONDITIONS OF EMPLOYMENT: This is a key position. Incumbent must be removed from their military recall status if alternatives for filling the position during an emergency are not available.

The incumbent may be required to take part in test alerts and practice exercises. Mobilization-key position is a key position under the provisions of AFI 36-202, civilian mobility.

The work also requires the carrying of loads deployment/training equipment that may weigh up to 60 pounds.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.

Example of specialized experience includes: (1) Working with a wide range of deployment planning principles, operations, policies, practices, objectives and applicable directives; (2) providing administrative processes and documentation requirements to ensure deployment readiness; (3) working with problem solving and conflict resolution techniques sufficient to interact in a highly charged, fast paced and demanding environment; and (4) using the internet, email, and all the systems which support the deployment process to include Military Personnel Data System (MilPDS), Deliberate & Crisis Action Planning and Execution Segment (DCAPES), and Air Force Personnel Accounting and Assessment System (AFPASS) in order to determine deployment taskings and Air Expeditionary Forces (AEF) assignments, prepare reports, input and extract data, manage projected and deployed personnel, and meet suspense.

OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D.

degree or LL.M which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, if related. NOTE: You must submit a copy of your transcripts.

OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible.

One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of a wide range of deployment planning principles, operations, policies, practices, objectives and applicable directives. 2.

Knowledge of the administrative processes and documentation requirements to ensure deployment readiness. 3.

Knowledge of problem solving and conflict resolution techniques sufficient to interact in a highly charged, fast paced and demanding environment. 4.

Knowledge of and skill in using the internet, email, and all the systems which support the deployment process to include MilPDS, DCAPES, and AFPASS in order to determine deployment taskings and AEF assignments, prepare reports, input and extract data, manage projected and deployed personnel, and meet suspense.

5. Skill in analyzing a wide variety of data to provide recommendations for improving human resource management program and knowledge of safety and security regulations, practices, and procedures. 6.

Skill in written and oral communication techniques sufficient to develop and deliver briefings, project papers, status reports, and correspondence to managers to foster understanding of recommendations PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

Major Duties:

Plans, organizes, and directs the activities of 87 FSS/FSPI ensuring the Installation Personnel Readiness (IPR) complies with legal and regulatory requirements and meets customer needs.

Reviews, analyzes, and interprets regulations, directives, and reports pertinent to the deployment of military and civilian personnel.

Manages contingency deployment processing using the Deliberate & Crisis Action Planning and Execution Segments (DCAPES) system and all deployment systems directed by the Installation Deployment Officer (IDO) and serves as the Installation Air Force Personnel Accounting and Assessment System (AFPAAS) facilitator.

Plans and directs IPR deployment operations and coordinates with the Air Force LGRDX (Logistics Readiness) section to ensure services are properly performed in accordance with Air Force Instruction (AFI), Combatant Command (COCOM) Reporting Instructions and the Installation Deployment Plan.

Establishes the Personnel Control Center (PCC) as directed by commander or Crisis Action Team personnel regardless of time of day.

Accumulates strength data from group-level POC's or Unit Control Centers (UCCs).

Communicates on a daily basis with MAJCOMS, USAF, COCOMS Air Expeditionary Forces (AEF) Center, Air Force Personnel Center (AFPC), Air Force Installation and Mission Support Center (AFIMSC), PERSCO Teams, the IDO, Manpower, UDMs, DUCC/COR members, the Traffic Management Office (TMO), and Finance on deploying personnel.

Coordinates with higher headquarters to ensure receipt and interface of contingency/exercise/manning assistance requirements levies. Exercises supervisory personnel management responsibilities.

Supervises one SSgt and one SrA. Advises and provides counsel to subordinates regarding policies, procedures and directives of management. Uses Communications Security (COMSEC) materials.

Maintains classified materials in proper manner as established in governing directives.
