Full Job Description

The Aviation Department which operates the Fort Lauderdale-Hollywood International Airport, and the North Perry Airport is seeking a qualified applicant for the position of Program Project Coordinator Senior for the Aviation Operations Division.

The need currently exists for a dedicated professional to augment the Operations Division Ground Transportation Enforcement team.

This position will be responsible for specialized ground transportation enforcement activities and must have a deep understanding of the State of Florida Statutes, airport and county ordinances, and non-criminal hearing processes.

The Program Project Coordinator Senior must have the ability to assist with aviation case files and the ability to determine case validity using ordinances, State Statute, Airport Rules and Regulations, Airport Operating Guidelines and internal procedures along with reviewing Broward County SunBiz and other databases.

Additionally, the role encompasses numerous specialized projects.

The Program Project Coordinator Senior also demands the ability to have a thorough understanding and knowledge base of vendor contracts that impact the specialized area.

This position plans, develops, authorizes, implements, and evaluates programs/projects, activities, and services on a large scale with County-wide impact, prepares reports, and analyzes and interprets data.

This position will be heavily involved in conducting research and recommendations for best practices for standard operating procedures (SOPs), county ordinances, citation format changes and technology upgrades.

Furthermore, this position may be responsible for supervising direct subordinates and handling all related paperwork, including Kronos, evaluations, among other items.

Works independently, under limited supervision, reporting major activities through periodic meetings. Minimum Education and Experience Requirements

Requires a bachelor's degree from an accredited college or university with major coursework in business or public administration or closely related field.

(One year of relevant experience may be substituted for each year of required education.) Requires four (4) years of experience in a staff or administrative capacity managing an automated exit lane program along with overseeing or managing construction from a security standpoint within the airport or aviation environment or closely related experience.

SPECIAL CERTIFICATIONS & LICENSES
Possess and maintain a valid Florida Class E Driver's License based on area of assignment.

AVIATION NEEDS & REQUIREMENTS
Must secure and maintain for the duration of employment - Airfield driving privileges (movement/nonmovement area driving)
Must secure and maintain for the duration of employment - Security Identification Display Area (SIDA) access with Customs and Border Protection Seal.

All Aviation Department employees must possess the ability to interact courteously with the public, Airport vendors, contractors and fellow employees to maintain a professional work atmosphere by acting and communicating in a manner that promotes a positive work environment.

All Aviation Operations Division employees must be able to perform rotational shift work and/or overtime (holidays, weekends and emergencies) in support of operational needs in a twenty-four (24) hour per day/seven (7) days per week operation and in accordance with a collective bargaining agreement.

Per the Code of Federal Regulations, Title 49, Part 1542, all airport employees must undergo a Criminal History Records Check (CHRC) and a Security Threat Assessment (STA) in order to obtain a Security Identification Display Area (SIDA) Badge, as required by the Transportation Security Administration (TSA).

All candidates must complete an extensive work history verification and criminal background check, including fingerprinting.

This class works independently, under limited supervision, reports major activities and issues through various means of communication and periodic meetings.

Maintain effective working relationships with airport tenants, general public, co-workers, elected and appointed officials, and is expected to coordinate and manage operations with considerable independence and initiative.

Communicates effectively, able to read, review, analyze and draft manuals, letters of agreements, standard operating procedures using proper language, punctuation, grammar, and style.

Work is reviewed through individual and team meetings, reports, and program achievements. Daily duties include:

Drafts policies, procedures, and other documents needed to ensure compliance of State of Florida Statues, Airport and County ordinances, polices and rules that are related to the assigned specialized area.
• Reviews and assists with necessary edits of case files and citations for accuracy of the Airport Operations Agent Senior Ground Transportation section.
• Answering phone calls and emails from the public, ground transportation industry and County regarding questions of the assigned specialized area.
• Responds to airport emergencies, directs use of Aviation Department resources, coordinates with emergency responders, law enforcement, fire and rescue, and other agencies.
• Develops, coordinates, and implements operating procedures related to the routine and emergency operation of the assigned specialized area.
• Performs research and prepares reports as requested on legislation, rules, operational policies/procedures and other factors having an impact on ground transportation and landside operations.
• Issues notices of violations and/or citations for non-compliance with airport rules and regulations, Chapter 2, 8 ½, and 22 ½ of the Broward County Code of Ordinances.
• Reconciles all weekly activity of Airport Operations Agent, Senior ground transportation enforcement team and landside team members for reports and other projects
•Citation reconciliation and tracking
•Ensures specialized areas Licensing Board, County Attorney Office, law enforcement or hearing case files are accurate.
•Assist in license application and processing and in education of operators, vendors, and public regarding laws, ordinances and statues of specialized area.
• Ability to interact with command level personnel of police, fire, air carriers, and federal agencies.
• Ability to carry out complex oral and written instructions.
• Ability to express ideas clearly and concisely, both orally and in writing.

•May at times conduct field and vehicle inspections, as well as undercover operations with law enforcement
•May act as the Airport Manager in his/her absence
