Full Job Description

You will serve as a PROGRAM MANAGER in the Safety Capital Development and Sustain Division within Facilities Environmental and Safety Department in the Command Operations Group of NAVAL AIR SYSTEMS COMMAND.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1.) Expert knowledge and application of Safety and Occupational Health (SOH) concepts, principles, practices, laws, regulations, and executive orders (including OSHA, DoDI/SECNAV 5000-series, OPNAV 5100-series, and Safety Management Systems (SMS)) at the enterprise/command level, with the ability to assess risk, interpret regulatory changes, and estimate organizational impact.

2.) Leadership and oversight of a comprehensive SOH program at the command/enterprise level, including developing and sustaining policies, tools, standards, training, and SMS processes; providing direct guidance and oversight to major commands (e.g., NAWCAD, NAWCWD, FRCs); and ensuring continuous improvement of SOH performance ashore.

3.) Strategic program management and resource stewardship, including Planning, Programming, Budgeting, and Execution (PPBES) support, submission of Safety Abatement funding requests, fiscal management of SOH budgets, and optimization of resources across multiple echelons to meet command SOH objectives.

4.) High-level coordination, representation, and advisory expertise, serving as the recognized SOH subject-matter expert and focal point for external engagement with DASN Safety, Naval Safety Command, OPNAV (N4I/09F), ASN (EI&E), DoD steering committees, Congress, and other Navy/Marine Corps echelon-2 commands; preparing/executing higher-authority taskers, congressional responses, IG inspections, Executive Safety Council actions, and SOH Community of Practice leadership; and providing authoritative advice to NAVAIR senior leaders on SOH status, compliance, and risk.

  • You will coordinate policy, legislative and regulatory reviews
  • You will lead and facilitate any planning programming budgeting execution support requirements for command requirements, including submission of any Safety Abatement funding
  • You will coordinate and/or developing Safety directives, documents, or work products that require review/endorsement at Echelon II
  • You will develop sustaining and operating Command's Safety Management System, and SOH program tools and training
  • You will administer and facilitate the Command's Executive Safety Council
  • You will serve as the safety and occupational Health director for NAVAIR and its commands
