Specialized Experience: For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

For this position, specialized experience is defined as experience analyzing and making recommendations to serviced customers on manpower resource utilization, functional alignments, and organizational structure for an agency.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.

Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Major Duties:

  • Independently develops, analyzes, recommends and establishes controls for the Agency's organizational structure, functional alignments, and manpower resource utilization.
  • Performs analyses that involve the solution of complex problems in a wide variety of organizations, functions, and work processes.
  • Conducts comprehensive analyses and reviews of assigned activities organizational structures and manpower resources. Reviews and evaluates proposals for change to assigned activities.
  • Conducts or serves as team member in selective reviews of existing or potential problem areas and developing recommendations for solution, or effecting solutions on the spot, if possible, within existing policies of the Agency.
  • Recommends organization staffing, and functions in accordance with established policies.
