About the Position: Serves as OPM for the USACE Gavins Point Project, primarily responsible for management of human resources, technical activities, program schedule, fiscal accounting, and public relations in the management, operations, and maintenance of all project facilities; recreation areas on project lands and shorelines for a variety of purposes (such as recreational facilities for swimming); and performance of the administration and warehousing functions of the Project.

Specialized Experience: One year of specialized experience which includes: 1) Utilizing project management strategies in the creation and communication of Project Plans that develops and shares detailed schedules (timelines, milestones) and clear objectives for the team; and, 2) Demonstrating control over project costs, procurement, and resource allocation, ensuring efficient use of materials, people, and tech; and, 3) Proactively identifying, analyzing, and providing solutions to escalated technical or logistical challenges that arise during design and construction; and, 4) Supervising and developing staff through personnel actions, performance reviews, and administration of personnel policies.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Major Duties:

  • Responsible for the overall management and coordination of the various and diverse programs and functions of the Operating Project.
  • Manages the execution of all relevant missions at the Operating Project, such as flood risk management, navigation, hydropower, environmental stewardship, recreation, and water supply.
  • As Operations Project Manager, utilizes a high degree of managerial ability and technical knowledge to plan, assign, direct, and review work operations of subordinate supervisors, employees, and contractors.
  • Conducts personnel administration by assigning work; recommending promotion or reassignment of subordinate employees and supervisors; making formal appraisals of work performance.
  • Manages the electrical, mechanical, and general maintenance of the large multipurpose dam and powerhouses, spillway, project buildings and grounds.
