Program Manager I (BabyNet Program Manager) who, under supervision of the Part C Director, the Statewide Program Manager is primarily responsible for assisting in the completion of lead agency responsibilities, including policy and procedure development, technical assistance, training, and enforcement. This position is responsible for successfully organizing, coordinating, facilitating, and documenting the South Carolina Interagency Coordinating Council (SCICC). This position provides leadership, supervision, and strategic support to a team of BabyNet Program Coordinators in the implementation of compliance related activities.
Provides technical assistance to BabyNet staff related to policies and procedures, evidence-based practices, documentation issues, and informal complaints.
Works with the BabyNet Operations Manager to determine training needs identified in qualitative and quantitative data collected by the Quality Assurance (QA) Specialist and anecdotal information received by BabyNet staff in Local Early Intervention System (LEIS) meetings.
Establishes Idea Part C training strategic/operational plan and schedule, including leading the design and development of training plans for Idea Part C Personnel related to policies, procedures, and regulations.
Works with Program Coordinators to develop and approve training materials. Assists with training implementation evaluations. Coordinates annual provider summit.
Creates and maintains internal and external policy and procedure documents for the Idea Part C. Oversees implementation of BabyNet Program policies and procedures and ensures appropriate use.
Creates and reviews programmatic policies from inception to implementation, including provider notification (alerts and bulletins) for review and approval by Director of BabyNet.
Responsible for policy and procedure manual revisions, approvals, public comment collection.
Performs fundamental supervisory and leadership functions in accordance with Department policies and procedures, best practices and Federal and State rules and regulations, especially with regard to Equal Employment Opportunity Commission (EEOC) standards.
Maintains an effective organizational team and motivates staff to accomplish mission critical operations and objectives.
Promotes workforce engagement and a safe, professional, and productive work environment for all employees.
Ensures successful implementation of the South Carolina Interagency Coordinating Council (SCICC). Manages the process of identifying new members and making recommendations to the Governor’s office. Facilitates the development and staffing of the subcommittee workgroup structure.Attends meetings and conferences at the request of the BabyNet Director and/or Bureau Chief. Assists the BabyNet Director with contracts, fiscal/budget management and state and federal reporting, and other projects as needed. Requirements
A bachelor’s degree in education, early intervention, early childhood, psychology, social work, special education or related field and a minimum of five (5) years of work in the field of early intervention including a minimum of two (2) years of supervisory experience.
PREFERRED QUALIFICATIONS: Master’s Degree in education, early intervention, early childhood, psychology, social work, special education or related field.
Additional Requirements:- Valid driver's license.
- Occasional overnight travel.
- Overtime and/or weekend work with Deputy approval.
- Lifting requirements: 20 lbs.
Qualifications
- Knowledge of the agency’s mission, programs and objectives.
- Extensive knowledge of IDEA Part C Regulations, BabyNet Policies and Procedures, BabyNet Systems of Payment, and the overall operations of the BabyNet program.
- Fundamental knowledge of Medicaid operations.
