Full Job Description

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Yuma Sector, Mission Readiness Operations.

Required Experience: To qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing expert advice and counsel to senior leadership to develop effective programs in key mission support processes including workforce, financial logistical, and facility management.

Evaluating information and formulating programs that balance conflicting needs, requirements, and priorities related to budget, logistics, facilities, procurement, and quality assurance programs.

Persuading, negotiating, and resolving issues for mission support requirements and resources, ensuring the integrity of all processes through review and monitoring of mission readiness program areas.

Supervising assigned employees to meet established and anticipated program needs by setting priorities and project completion timelines, assigning and evaluating work, and adjusting priorities to meet changing program needs.

This position starts at a salary of $125,776.00 (GS-14, Step 1) to $163,514.00 (GS-14, Step 10).

The Program Manager (Deputy Division Chief) serves as a second-line supervisor within a Sector Mission Readiness Operations Division second in command to the Division Chief fully sharing management of all phases of the organization's programs and work with responsibility over a wide variety of mission support programs including policies, logistics, procurement, workforce management, training, and financial programs.

Duties and responsibilities include: Supervisory: providing a full range of supervisory functions for a staff that provides a diverse range of mission support services; setting priorities, assigning work, and scheduling project completion to support supervisors.

Management Advisor: ensuring strategic plans support the achievement of core mission support process; providing technical advice and leadership in developing, implementing, and evaluating national programs and policies.

Planning and Programs: testing, developing, and adapting new management methods and theories for mission support programs; making recommendation for inclusion and modification for use by other Sectors.

Program Oversight: directing and overseeing the execution of budget, logistics, facilities, procurement, and quality assurance programs through subordinate supervisors; reviewing and recommending actions on current and budget year programming to assure effective objective accomplishments with available resources.

Workforce Management: executing all financial processes throughout the sector; leading the development and implementation of effective and responsive workforce manage and training for the Sector.

Logistics and Facilities: overseeing the development and management of procedures and systems supporting life cycle management for logistics and facilities.
