The role requires handling both day-to-day operations and long-term improvements across multiple locations.
This position serves as the Director, Operations for the National Consolidated patient Account Program (CPAC), and as such provides leadership and oversight of seven regional CPAC facilities strategically located throughout the continental United States.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/09/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Knowledge of principles and practices related to healthcare systems management in order to evaluate and make recommendations for improving the operations and delivery of the agency's CPAC program.
Performs a wide range of qualitative and quantitative methods for assessment and improvement of the agency's CPAC program's efficiency and effectiveness.
Analyzes various and diverse problems associated with the operations and delivery of the National CPAC program.
Plans, organizes, and direct the work of multiple regional facilities on complex problems.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.

Major Duties:
Major duties include but are not limited to: Establishes guidelines and performance expectations for CPAC Directors.
Works with Directors on all matters associated with CPAC management issues, operations, as well as tactical and strategic planning.
Responsible for the analysis and resolution of a wide variety of complex management problems.
Screens all administrative policy and procedures for accuracy and controls updating in agreement with current VA policies.
Independently develops problem definition, complex data collection, analysis and evaluation, recommendations on testing models.
Responsible for assuring that adequate funding is available to support the operations of the seven CPACS at the beginning of each fiscal year.
Responsible for the analysis and resolution of a wide variety of complex management problems.
Independently develops problem definition, complex data collection, analysis and evaluation, recommendations on testing models.
Conducts studies such as contingency studies, space studies, cost analysis, consumer satisfaction and policy studies.
