About the Position: Serve as Chief of Programs Support and Project Controls Branch to plan, direct, supervise, control, and monitor subordinates in planning, designing and construction of assigned Military or Civil Works studies and projects.

Specialized Experience for GS-14: One year of specialized experience which includes: 1)Lead a multi-disciplinary staff and directs the full life-cycle program, funds, and project controls management for the District's Civil Works or Military/IIS programs, serving as the principal staff authority and consultant to leadership on all matters of program policy, funding, scheduling, and manpower; 2) Formulate in the development of multi-year funding strategies with the assurance of date integrity across financial and project databases such as P2, Power BI, Qlik Sense, CEFMS, EDW, and other USACE AIS systems.

(3) Providing technical advice and support to customers and other offices, including higher authority, on the execution of Civil Works programs and MILCON programs.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

You will be evaluated on the basis of your level of competency in the following areas: Financial Management Leadership Oral Communication Planning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Major Duties:

  • Directs and supervises a multi-disciplinary staff through subordinate supervisors, planning and assigning work to ensure timely and quality outcomes across the branch.
  • Manages all personnel actions for the branch, including selecting candidates, establishing performance standards, conducting evaluations, recommending awards, and administering disciplinary actions.
  • Oversees all manpower and recruitment actions for the Programs and Project Management Division, including manpower assessments, establishing recruitment plans, and executing hiring actions.
  • Leads the consolidation and formulation of the District's comprehensive Civil Works and Military/IIS programs, from initial study through construction, and recommends priorities to align with strategic objectives.
  • Serves as the authority for the acceptance and allocation of all project funds, developing and managing annual and multi-year funding programs to ensure fiscal health and maximum fund utilization.
  • Acts as the District's staff authority and primary consultant on programs management, providing expert advice on policy, funding, and scheduling to the District Commander and other senior leaders.
  • Interprets and determines the impact of legislation and directives on District programs, develops internal guidance, and ensures all programming activities comply with laws, regulations, and standards.
  • Reviews and participates in preparation of Design Memoranda, Reevaluation Reports and Post-Authorization Change Reports to assure consistency with project authorization, budgetary policy and funding, schedules, and cost-sharing agreements.
  • Plans, directs, supervises, controls, and monitors subordinates in planning, designing and construction of assigned Military or Civil Works studies and projects.
  • Prepares and executes local sponsor cost-sharing agreements and financing plans to ensure compliance with programming and budgetary policy and criteria.
  • Oversees the implementation and operation of key Army information systems (e.g., CEFMS, P2) to ensure effective and efficient program and project business processes are fully integrated across the District.
  • Prepares and assembles high-level charts, reports, and statistical materials to support the District Commander and other leaders in formal presentations on program status, trends, and accomplishments.
  • Provides technical advisory and review services on specific projects and programs, ensuring the substance of reports, contracts, and other actions accurately reflects District policy and position.
  • Consults with Mobile District elements, higher authorities, contractors, representatives of other agencies, and others relative to the management aspects of the work being performed.
  • Plans and assigns work to subordinates determining work schedules and priorities and evaluates performance of subordinates.
  • Initiates or participates in review and improvement of work methods, organizational features, and the structuring of positions to eliminate unnecessary ones and achieve optimum content in those remaining.
  • Advises subordinates on administrative matters and determines training needs.
  • Serves as the principal assistant to the Deputy for Programs and Project Management acting on their behalf when required.
