Full Job Description

You will serve as a Program Manager in the Acoustic Measurement Facility Improvement Program (AMFIP) of CARDEROCK DIV NS. This position is part of the Warfare Centers Personnel Demonstration Project.

The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15.

This is an interdisciplinary position and may be filled by a General Engineer (0801 series), Mechanical Engineer (0830-series), or a Electrical Engineer (0850 Series) depending upon the qualifications of the candidate.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-4 (GS-12/13) pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: As a professional Engineer leading multi-disciplinary teams to plan, design, develop, integrate, validate and deliver acoustic measurement systems while managing risks, budgets, resources, and performance to ensure successful program execution and stakeholder alignment.

• You will demonstrate leadership of multi-disciplinary integrated product teams (IPTs) in the planning, design, development, integration, test and validation of acoustic measurement systems following systems engineering processes.
• You will follow project management principles with progress tracking, budget planning, resource management, earned value management metrics, and performance monitoring to ensure user requirements are met within identified constraints.
• You will lead risk management board meetings in the identification, analysis, mitigation and monitoring of program risks.
• You will ensure clear and timely communication of risks and mitigation strategies to relevant stakeholders.
• You will address program problems and technical issues by applying the techniques of process identification and continuous process improvement.
• You will collaborate with internal and external stakeholders to align program plans with organizational goals and secure necessary funding.
• You will develop and coordinate all required program acquisition documentation and briefings as well as ensure all program requirements and milestones are communicated with command leadership, key decision makers and stakeholders.
• You will promote collaboration with internal and external government, academia and industry partners to provide coordinated services, maintain productive working relationships and maximize effectiveness in achieving program objectives and milestones.
• You will prepare Acoustic Validation Review Board (AVRB) documentation and reports to ensure acoustic measurement systems meet critical design and accuracy requirements.
• You will ensure that acoustic measurement projects follow appropriate, rigorous and adequately pedigreed management and technical processes to plan, execute, and deliver products in accordance with NSWCCD Technical Excellence standards.
• You will possess ability to identify areas of funding shortfalls and excesses, then propose re-programming / re-phasing actions as needed.
• You will possess experience in contracts and procurement processes in order to translate acquisition strategies into achievable outcomes and execute the project acquisition plan.
• You will assist in the professional development of division personnel through mentorship, training and review of work products.
