Full Job Description

You will serve as the Director of Innovative Science and Engineering (IS&E) in the Deputy Technical Director's Office of NSWC PHILA DIV. This position is equivalent to the GS-14/15 level.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12/13 grade level or ND-4 pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: as a professional engineer 1. Overseeing program and/or project management of Hull, Mechanical and Electrical (HM&E) systems; 2.

with knowledge of NSWCPD's Naval Innovative Science & Engineering (NISE) portfolio; and 3.

leading diverse, cross-functional teams on technical projects and partnering with Navy, academia and/or industry to further technological advancement of engineering programs.

  • You will oversee all Naval Innovative Science and Engineering (NISE) program activities and lead all command efforts regarding the Liberty Tech Bridge on behalf of NSWCPD.
  • You will work across the command on the rigorous review and selection of NISE project proposals.
  • You will ensure that proposed initiatives demonstrably exhibit a high degree of innovation, possess the potential for significant operational impact, and align with established strategic priorities.
  • You will guarantee that awarded projects represent the most promising opportunities for advancing naval technology and capability.
  • You will create a comprehensive program strategy that directly aligns with the overarching strategic objectives and operational priorities of the Navy, NAVSEA and NSWCPD.
