Job Description

Summary

This job involves leading a team of engineers as the top technical expert for a naval command in Pennsylvania, advising on engineering policies and overseeing the development and safety of critical submarine and underwater systems.

It requires managing budgets, personnel, and technical reviews to ensure high-stakes naval projects meet strict quality and safety standards.

A good fit would be an experienced engineer with a strong background in naval or defense technology, leadership skills, and a passion for precision in mission-critical work.

Key Requirements

  • At least one year of specialized experience equivalent to ND-04 (GS-12/13) in engineering management for naval systems research, development, or acquisition
  • Expertise in high-consequence naval programs such as SUBSAFE, Deep Submergence Systems, Dry Deck Shelter, Submarine Fly-By-Wire, or Seal Delivery Vehicle (SDV)
  • Experience in generating, reviewing, and certifying Objective Quality Evidence (OQE), including material traceability, fabrication processes, and system testing
  • Proven suitability for technical warrant authority in safety and mission-critical programs
  • Professional engineering background (per OPM 0800 series qualifications)
  • Ability to manage multidisciplinary engineering teams, including functional and financial oversight
  • Familiarity with naval engineering policies, technical authority responsibilities, and participation in reviews like Integrated Risk Management

Full Job Description

You will serve as a MANAGER in the SNIOR CIVILIAN'S OFFICE of NAVSEALOGCENKYPTDIVNUWC MECH PA located in Mechanicsburg, PA.

This position is the Chief Engineer and Engineering Support Department Head This position is part of the Warfare Centers Personnel Demonstration Project.

The ND-5 pay band encompasses positions equivalent to the GS-14 and GS-15.

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower level ND-04 (GS-12/13 equivalency) in the federal service or equivalent experience in the private or public sector as a professional Engineer managing the technical oversight of research, development, or acquisition of naval systems.

Examples may include applying expertise in high-consequence naval systems (such as SUBSAFE/Level One, Deep Submergence, Dry Deck Shelter, Submarine Fly-By-Wire, or Seal Delivery Vehicle (SDV) programs); applying experience and familiarity with generation, review, and final certification of Objective Quality Evidence (OQE) including covering material traceability, fabrication processes, and/or system testing; or demonstrating a proven record reflecting suitability for holding technical warrant authority for safety and mission-critical programs.

  • You will serve as the Chief Engineer and principal advisor to the NAVSEALOGCEN Commanding Officer and Senior Civilian on all engineering matters, including policy, interpretation/implementation of guidance, Technical Capabilities and mission areas.
  • You will be responsible for performing the full range of Department Director duties, including engineering, functional, and financial management of all Engineering and Technical Support products and services.
  • You will maintain and provide oversight for all Technical Authority and Responsibility assigned to NAVSEALOGCEN, as documented in Engineering Agent Responsibilities Documents, Memorandums of Agreement, or Memorandums of Understanding.
  • You will represent Command operational interests in all engineering and technical reviews. participate in key meetings such as the Captains Update Brief, Internal Program Reviews, Integrated Risk Management, and Assessable Unit Manager meetings.
  • You will manage engineers and other personnel of varying disciplines in a complex team environment.
  • You will apply expert engineering knowledge of naval systems, focusing on SUBSAFE, Deep Submergence, Dry Deck Shelter, and Seal Delivery Vehicle programs.
  • You will be responsible for applying the relevant concepts, principles, practices, and certification requirements for assigned systems.
