About the Position: Works under the general supervision of the Chief, Programs and Project Management Division (C, PPMD).

Accomplishes assignments in accordance with broadly outlined Program and Project Management Business Process (PMBP) objectives.

Specialized Experience: One year of specialized experience which includes; 1) Provides staff leadership in developing project schedules, budgets, manpower needs, and milestones for programming and project management purposes; AND 2) Makes decisions, recommendations, and commitments regarding basic policies on project management matters; AND 3) Plans the offices work; delegates assignments to subordinates based on priorities and consideration of the difficulty and requirements of the work; AND 4) Monitors obligations and expenditures, anticipates schedules, budget, manpower, or quality problems, and takes appropriate action to prevent them.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Major Duties:

  • Directs allocation of project resources in accordance with policy to assure objectives and commitments are effectively met.
  • Oversees the development of the program to assure optimum product schedule, cost, scope, acquisition plan, budget and quality.
  • Evaluates overall performance and insures that each employee accomplishes a satisfactory amount and quality level of work in a timely manner.
  • Reviews project progress, including contract modifications.
  • Plans the offices work; makes assignments to subordinates based on priorities, consideration of the difficulty and the requirements of the work, and the capabilities of the employees.
  • Provides direction to all project managers to see that planning and execution problems are resolved and that project costs are controlled and established schedules are met.
  • Makes decisions, recommendations, and commitments regarding Corps of Engineers basic policies on project management matters.
  • Renders assistance critical to fulfillment of goals, resolving issues or problems arising between technical personnel, contractors, and using services, making compromises based on operating need, regulatory requirements, etc.
