Job Description

Summary

This job involves leading and coordinating international defense programs for the Navy, focusing on planning, resource management, and working with global partners to meet project goals.

Key Requirements

  • At least one year of specialized experience at GS-13 or equivalent level in federal, private, or public sector
  • Proven ability to communicate effectively with international partners through written and oral means to establish requirements and execute programs
  • Understanding of cooperative programs, including development and management of Memorandums of Agreement (MOAs) and Project Arrangements
  • Experience in defense acquisition and program execution, such as developing Statements of Work (SOWs) and managing contractual procurement processes
  • Skill in directing program plans, identifying resource needs, and ensuring fiscal adequacy for life-cycle management
  • Ability to prepare documents, specifications, requirements, and standards while integrating efforts across teams and agencies
  • Competence in managing requirements/design tradeoffs, risks, and team building

Full Job Description

You will serve as a Program Manager in the SYSCOM Security Cooperation Department of NAVAL AIR SYSTEMS COMMAND.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1.) Communicating with International partners via written and oral communications for the purpose of establishing requirements and executing programs.

2.) Demonstrating understanding of Cooperative programs to include the development and management of Memorandum of Agreements and Project Arrangements.

3.) Working with the defense acquisition and program execution to include development of Statements of Work and the contractual procurement process.

  • You will direct the development of comprehensive program plans to ensure fulfillment of requirements, fiscal adequacy and planned progress.
  • You will identify and defend resource requirements for life-cycle management of the assigned program.
  • You will direct the preparations of documents, specifications, requirements, criteria, and standards that define needs and parameters of a program.
  • You will assure that all planning is fully integrated with the overall program team effort and that of other participating services and agencies when involved.
  • You will manage requirements/design tradeoffs and overall risks.
  • You will be responsible for team building.
