Job Description

Summary

This job involves leading a team of contract specialists at a naval shipyard, handling the planning, negotiation, and management of large government contracts worth millions of dollars to support naval programs.

You'll oversee the entire process from preparing bids to monitoring ongoing agreements and solving any issues that come up.

Key Requirements

  • At least one year of specialized experience at GS-12 level or equivalent in planning, implementing, and administering multi-million-dollar contracts

  • Skill in reviewing and preparing acquisition documentation, including procurement requests, market research, justifications, and price negotiation memoranda
  • Experience evaluating price and cost data for complex contractual arrangements and incentives
  • Knowledge of contract administration and termination procedures to monitor multiple contracts
  • Ability to solve complex problems through research, interpretation, and consultation
  • Meet Department of Defense GS-1102 contracting qualification standards and Title 10 requirements

Full Job Description

You will serve as a LEAD CONTRACT SPECIALIST in the Contracting Office (C400) of NORFOLK NAVAL SHIPYARD.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience assisting with planning development, implementation, and administration of all contractual actions required to support major multi-million-dollar programs.

Experience developing pre-negotiation strategies and overseeing or conducting pre-award negotiations and in directing or performing post-award negotiations involving contract changes or modifications.

Experience reviewing and preparing all documentation involved in executing all phases of the acquisition process, such as procurement request documentation, market research documentation, justifications for exception to completion requirements, determinations and price negotiation memoranda/business clearance memoranda.

Experience evaluating price or cost data for pre-award and post award activities involving complex contractual pricing arrangements and incentives.

Experience applying contract administration/termination procedures to monitor a group of contracts.

Experience solving complex problems to include research, interpretation, and consultation to make decisions responsive to contract situations and requirements.

  • You will generate complete acquisition packages, prepare and issue solicitations, negotiations of terms, conditions and price.
  • You will perform price and cost analyses and prepare negotiation positions using technical analysis.
  • You will identify, distribute and balance workload and task among employees in accordance with established workflow, skill level and/or occupational specialization.
  • You will train or arrange for the training of team members to accomplish tasks or projects.
  • You will monitor and report on the status and progress of work.
  • You will report to the supervisor on major work problems and issues that arise.
