This job involves leading and managing programs focused on cargo security innovations for U.S.

Full Job Description

Organizational Location: This position is with the Department of Homeland Security, within U.S.

Customs and Border Protection, Office of Field Operations, Cargo & Conveyance Security Directorate, Cargo Innovation Division, located in Washington, DC.

Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Identifying high-priority projects, developed comprehensive program plans, ensuring alignment with organizational priorities and completion of responsibilities on time and to standard.

Preparing detailed evaluation reports and delivering briefings for senior leadership on the application of programming, financial management, budget planning, project control, purchasing of supplies and equipment, and logistics.

Conducting in-depth evaluations of program effectiveness, analyzing performance data, identifying trends, and recommending improvements to leadership.

Reviewing multi-year work plans for completeness and providing constructive feedback in a professional and developmental manner.

Customs and Border Protection (CBP) is a federal law enforcement agency that requires all applicants to undergo a thorough background investigation prior to employment in order to promote the agency's core values of vigilance, service to country, and integrity.

To be considered well qualified under CTAP, you must be rated at a minimum score of 85 for this position. Major Duties:

This position will allow you to use your expertise in managing and overseeing programs which have agency-wide and government-wide impact.

In this Program Manager position you will become a key member of a team of Homeland Security professionals managing a variety of agency-wide law enforcement programs.

This position starts at a salary of $121,785.00 (GS-13, Step 1) to $158,322.00 (GS-13, Step 10).

Typical duties include: Overseeing the overall planning, direction, and timely execution of a program or several programs segment, each of which is managed through separate subordinate organizational units; managing the development, assignment, and higher-level clearance of goals and objectives of subordinate organizational units or lower organizational levels.

Collaborating with heads of other CBP organizational elements to negotiate, decide on, and coordinate work changes affecting the assigned program segment; providing timely, authoritative, and sound advice to supervisor and operating officials relative to programs managed.

Assuring implementation by organizations and operating units of the goals and objectives of the program.

Determining goals and objectives that need additional emphasis; developing measures that evaluates performance; making recommendations for improvement; and managing all resources as corporate assets.

Providing leadership to the key officials in initiating program and procedure change to correct unfavorable trends in any aspect of operation and corrects situations or deviations from established plans.
