This position is in the Driver Services, Help Desk & Data Quality Unit, at SCDMV Headquarters in Blythewood, SC.
Responsibilities of the Data Quality and Integrity Manager
- Leads and manages all actions of the Data Quality and State-to-State Help Desk, to include monitoring employee performance, setting priorities for teams, and ensuring the implementation of roadmap projects and initiatives the agency pursues.
- Equips office managers with direction, resources, and plan to meet directorate and agency goals related to driver record data integrity both in-state and out-of-state.
- Adopts a mentality of continuous improvement for subordinate units, particularly as far as customer response time - which may be both citizen customer and internal branch offices.
- Handles all personnel-related matters related to offices position oversees which may include corrective action, counseling, or disciplinary issues.
- Ensures staff are properly trained on agency operations.
- Oversees the creation and editing of, as well as the compliance to agency procedures and policies related to the units and actions of those units subordinate to the position.
- Ensures business processes are accurate and updated as needed.
- Ensures staff comply with documentation.
- Works with policy analysts and training staff to ensure documentation and training remains accurate and pointed at correct audience.
- Navigates change management with precision.
- Creates, monitors, and analyzes driver reports for trends and decision making.
- Particularly focuses on reports related to driver data - new records, duplicate records, etc., and creates workflows and systems that address data errors.
- Works with a posture of automation.
- Coordinates and implements new state and federal laws/regulations that impact the driver record/history initiatives.
- Remains abreast of changes at the AAMVA, state, and national level, as well as their impacts on South Carolina's program.
- Works with IT staff, business analysts and AAMVA.
- All other duties as may be required by supervisor.
Requirements
Minimum Requirements- A bachelor's degree and relevant program experience. An equivalent combination of education and experience may be accepted with prior approval.
Agency Requirements- Must complete a nationwide criminal background check to include finger printing.
Additional Requirements- Ability to manage complex projects, tasks, and supervise large numbers of people.
- Ability to quickly learn or existing knowledge of motor vehicle laws and regulations and SCDMV policies and procedures.
- Must have strong speaking, computer, writing, analytical, and problem-solving skills, that includes understandings of agency priorities.
- Ability to quickly adapt to changing policies and regulations.
- Familiar with employee productivity and accountability, research techniques, data analysis and presentation, organizational concepts.
- Able and willing to lead teams of teams and adopts a mentality of continuous improvement.
- Limited supervision under the Deputy Director of Driver Services with the ability to make decisions related to teams this position leads.
- Expected to set the tone and climate for subordinate units; expected to have strong judgement, managerial, and supervisory skills.
- Work is performed in a climate-controlled office.
- Must have the ability to speak and hear with clarity.
- May be considered essential and be able to work during otherwise scheduled office closures.
- May require intermittent travel to working groups, conferences, and events.
Qualifications
Agency Preferred
• A bachelor's degree and at least four years of progressively responsible professional experience that includes managing projects and supervising people.
