Recruitment Number 26-0111 - The current vacancy position is with the Department of Budget and Finance, Budget, Program Planning & Management Division.

Requirements

The Program and Budget Analysis Manager I manages and coordinates the program and budget analysis and evaluation for a major segment of the State's program structure; supervises and conducts special studies as necessary; supervises a staff of analysts; and performs other related duties as assigned.

This position is located under the Budget, Program Planning and Management Division that plans, directs, and coordinates a statewide resources allocation program to facilitate and improve the executive resource allocation and utilization process through planning, programming, and budgeting, conducting analyses and making recommendations on all phases of inter and intra-program content, scope and funding.

The Collective Bargaining Staff provides fiscal and budgetary staff support on matters involving collective bargaining negotiations and the analysis of collective bargaining proposals and contracts.

This position is located in the Collective Bargaining Staff and is solely assigned to serve as a member representing the Department of Budget and Finance's (B&F) on the State Negotiating Team and the Statewide Employers' Negotiating Team: negotiates with the exclusive bargaining representatives; recommends to the Governor wage and the other cost proposals and limits; coordinators statewide research in fiscal and ydfetart matters. This position also conducts special project studies; conducts/consults on special comprehensive analytic studies which guide program administrators on appropriate decisions on appropriate decisions in public/private outputs; and acts as team leader on these studies, supervising other analysts as required.

LEGAL AUTHORIZATION TO WORK:

The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.


Basic Education: Bachelor's degree from an accredited four-year college or university.

Specialized Experience: Five and one-half (5-1/2) years of progressively responsible professional experience which involved, as a primary emphasis, the performance of technical analytical work in the evaluation of operating programs to determine their effectiveness in achieving desired objectives. Technical analytical experience for the purpose of this class of work includes the following areas of concentration:

A. Program Analysis and Evaluation. Program analysis and evaluation is the systematic organization of information in useful ways to assist in making better-informed decisions by examining the probable costs and consequences of alternative courses of action. The experience must demonstrate familiarity with such statistical analytical methods and techniques as break even, cost benefit and regression analysis; and business process modeling.

B. Program Planning. Program planning is the process by which an organization decides upon its objectives, selects the methods to attain these objectives, and subsequently measures the degree to which its objectives have been achieved. The experience must have involved direct participation in such activities as the review, analysis, and evaluation of program plans and budget requirements; preparation and recommendations in regard to program goals, policies, and priorities; development of fiscal policies and financial plans; development, establishment and application of work measurement devices and techniques and standards for the evaluation of program performance.

C. Program Budgeting. Program budgeting is the process by which organizations allocate funds to attain objectives. Qualifying experience and activities must have involved direct participation in the preparation and review of budgets and program plans for major programs. This includes appraisals and comparisons of various program activities in terms of their contribution to overall program goals and objectives; analysis of how and to what degree existing levels of resources such as human capital, equipment, materials, and funds are meeting program goals and objectives; how variations in increments of resources would impact upon program goals and objectives; and revision of objectives, programs and budgets in light of changing conditions and experience.

Applicants must possess Specialized Experience in at least two of the three above areas of concentration. Experience in any one area of concentration must be for a minimum of six (6) months to be creditable. Specialized Experience in the different areas of concentration can be gained concurrently.

At least one (1) year of the aforementioned Specialized Experience must be comparable to the Program Budget Analyst IV level in the State service.
The Program Budget Analyst IV conducts program analysis and evaluation, budget analysis and recommends funding levels for programs in the State's program structure; conducts system studies; performs budget analysis work which regularly encompasses complex problems; assists in the formulation and execution of the budget for State programs; and performs other related duties as assigned.

In addition, as this position is located within the Central Budget Agency, the aforementioned required Specialized Experience must have included at least two and one-half (2-1/2) years of work experience in the determination of resource allocation and evaluation of programs.

At least one (1) year of the aforementioned Specialized Experience must be comparable to the Program Budget Analyst IV level in the State service.
The Program Budget Analyst IV conducts program analysis and evaluation, budget analysis and recommends funding levels for programs in the State's program structure; conducts system studies; performs budget analysis work which regularly encompasses complex problems; assists in the formulation and execution of the budget for State programs; and performs other related duties as assigned.

Supervisory Aptitude: Supervisory aptitude rather than supervisory experience may be accepted. This requirement will be considered to have been met when there is a strong affirmative evidence of the necessary supervisory abilities and/or potential.
