Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service.

Specialized Experience: For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service.

Specialized experience at the GS14 level is defined as experience providing technical guidance or detailed analyses on budgetary, financial, or resource management laws, polices, procedures, or regulations in direct support of senior leadership.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Major Duties:

  • Develops, updates, and disseminates financial policy and guidance by analyzing statutory and agency requirements, ensuring improvements in the effectiveness and efficiency of DISA financial operations.
  • Ensures accurate, reliable financial data through Dashboard–FAMIS reconciliation, report validation, cost and obligation monitoring, and year-end closeout support to ensure full and proper use of agency funds.
  • Manages quarterly CIO execution reporting and prepares the OSW Mid-Year Review for Operations and Maintenance funds, producing comprehensive execution products that communicate the status of funds, obligations, and expenses.
  • Oversees OSW financial reporting requirements, including supplemental appropriation and flash investment fund submissions; and serves as lead for OSW ad-hoc data calls and special taskings to ensure timely and accurate agency responses.
  • Administers the Financial Management Certification program by tracking employee status and offering targeted assistance for completion.
