Summary

This job involves analyzing and managing projects and budgets for cyber security programs within the U.S.

Department of Defense, focusing on ensuring resources are used effectively and risks are minimized to support national cyber defense efforts.

Full Job Description

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service.

It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA - DCDC Cyberspace Resilience Evaluation Directorate.

In order to qualify for this position, you must meet the requirements described below.

Qualifying Experience: To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position.

Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: experience in project or program plan analysis such as analyzing resource expenditures, interface with acquisition professionals on program requirements, risk assessment data, budget estimate submissions, and evaluating contractual requirements.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume.

All qualifications must be met within 30 days after the closing date of this announcement. Major Duties:

  • Analyzes project plans, resource expenditures, and risk assessment data to assess the project's ability to meet stated and desired objectives within the directorate.
  • Develops and participates in program reviews, spend plan reviews, and category reviews to determine if current plans and strategy are reflected and/or require change.
  • Develops and coordinates applicable written artifacts, various exhibits, and support documentation and justification related to the Program Objective Memorandum, Budget Estimate Submission, President's Budget, and Congressional Justification Book.
  • Analyzes program and mission needs to develop and implement the most competitive and cost-effective contract strategies to support the Cyber Security DCO mission.
  • Develops and analyzes budget execution status and recommends funding levels to the J10 Director for programs and the transfer/reallocation of funds between organizational elements.
