Job Description

Summary

This job involves helping manage and plan budgets for a military cyber organization, including preparing financial reports, analyzing how changes affect funding, and advising leaders on smart money decisions.

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f.

Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Meade, MD.

Specialized experience would be demonstrated by 1) Assisting with budget strategies for major programs, such as, assessing funding options, evaluating trade offs, and advising senior leaders on resource decisions.

2) Conducting detailed impact analyses on budget and program changes to provide data-driven recommendations.

3) Preparing comprehensive budget justification materials in compliance with all federal requirements.

4) Conducting detailed financial and data analytics to support budget formulation and estimates, such as, trend analysis, data mining, and root cause analysis. Major Duties:

  • Develop and justify the command’s budget submission during the PPBE Budgeting phase, ensuring alignment with mission priorities and DoD guidance.
  • Prepare budget justification materials, including narrative justifications, exhibits, reprogramming requests, and responses to higher headquarters and congressional inquiries.
  • Analyze the impacts of legislative, policy, and program changes on resource requirements and provide data driven recommendations to senior leaders.
  • Review, validate, and consolidate budget inputs from subordinate organizations, identifying discrepancies, assessing trade offs, and recommending adjustments.
  • Conduct detailed financial and data analytics to support budget formulation, defend estimates, and identify trends or systemic issues.
  • Present and defend budget estimates in reviews and working groups with Army Staff, OSD, Joint Staff, and other stakeholders.
  • Monitor budget execution to inform future submissions and identify emerging unfunded requirements or resource risks.
