Job Description

Summary

This job involves analyzing and improving programs related to cybersecurity operations, training, and readiness within the U.S.

Department of Defense, with a focus on capturing lessons from exercises and recommending changes to make operations more effective.

It supports high-level military commands and requires working collaboratively in meetings and planning sessions.

A good fit would be someone with experience in program analysis, especially in defense or cyber fields, who enjoys strategic thinking and detail-oriented work.

Key Requirements

  • At least one year of experience equivalent to GS-12 level in developing or implementing lessons learned programs or analyzing cyberspace operations programs/projects
  • Ability to recommend program improvements and participate in long-range planning for DoD and Combatant Commands
  • Skills in developing metrics to assess training and development effectiveness
  • Experience in recommending changes across DOTMLPF-P (doctrine, organization, training, materiel, leadership, education, personnel, facilities, policy)
  • Proficiency in facilitating, monitoring, tracking, and reporting on lessons learned, observations, and Tactics, Techniques, and Procedures (TTPs)
  • Comfort participating in meetings, discussions, and conferences related to cyber and readiness programs
  • U.S. citizenship and ability to obtain necessary security clearance for DoD positions

Full Job Description

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service.

It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA JOINT FORCES HEADQUARTERS - DODIN.

In order to qualify for this position, you must meet the requirements described below.

Qualifying Experience: To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position.

Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: developing or implementing lessons learning programs or analyzing current and projected Cyberspace Operation programs/projects.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume.

All qualifications must be met within 30 days after the closing date of this announcement. Major Duties:

  • Serves as a Lessons Learned (LL) integrator, responsible for analyzing administrative programs that support the Plans, Exercise, and Readiness Division.
  • Recommends program improvements and participates in long-range planning in support of assigned programs of the Department of Defense (DoD), including the Combatant Commands (CCMDs).
  • Develops metrics for assessing the effectiveness of Agency training and development plans.
  • Develops recommendations for appropriate changes to doctrine, organization, training, materiel, leadership and education, personnel, facilities, and policy (DOTMLPF-P).
  • Facilitates, monitors, tracks, and reports integration and implementation of observations, lessons learned, and Tactics, Techniques, and Procedures (TTPs).
  • Participates in meetings, discussions, and conferences.
