Job Description

Summary

This job involves analyzing and managing large-scale IT security programs for the Department of Defense, ensuring projects stay on track with budgets and goals while handling contracts and risks.

It supports the US Cyber Command's mission in a high-stakes environment.

A good fit would be someone with strong experience in program planning, financial oversight, and contract management in technical or government settings.

Key Requirements

  • At least one year of experience equivalent to GG-13 level in planning and analyzing enterprise-wide programs or managing high-impact projects
  • Experience in IT systems security, including studies on complex scientific and technical mission issues
  • Ability to develop and execute multi-million-dollar spend plans, track funding, and analyze financial data
  • Certified as a Contracting Officer's Representative (COR) with full contract management duties
  • Skills in aligning programs with strategic objectives, assessing milestones, and recommending revisions
  • Proficiency in risk mitigation, stakeholder interfacing, and ensuring compliance with scope, schedule, and budget
  • Experience instituting program tracking systems and conducting periodic reviews

Full Job Description

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service.

It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA DBC/DEVELOPMENT AND BUSINESS CENTER.

In order to qualify for this position, you must meet the requirements described below.

Qualifying Experience: To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position.

Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: Planning and comprehensive analyses of enterprise-wide programs and high-impact projects to ensure alignment with strategic objectives and operational priorities.

OR Manage enterprise-wide contracts, drive milestone delivery, manage risk mitigation, and ensure outcomes meet scope, schedule, and budget.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume.

All qualifications must be met within 30 days after the closing date of this announcement. Major Duties:

  • Plans and conducts studies to analyze plans, programs, and projects which identify and propose solutions to long standing problems associated with highly complex, long-term scientific and technical mission issues in the area of IT systems security.
  • Confirms program plans, budgets, acquisitions, and strategies align with DISA/DoD objectives. Advises on project planning, assesses milestone progress, and recommends revisions for program success and optimized resources.
  • Develops comprehensive spend plans for multi-million-dollar programs, executes funding, tracks obligations and expenditures and analyzes data in order to support overall program mission.
  • Manages contracts to optimize financial and operational performance while minimizing risk. As a DISA-certified COR, interfaces with stakeholders and performs full contract management duties to ensure compliance and performance.
  • Institutes program tracking systems and periodic reviews, ensuring projects remain on schedule.
