AREA 1 = All permanent employee's members (NG T32/NG T5) within Puerto Rico Army National Guard AREA 2 = All indefinite employee's members (NG T32/NG T5) within Puerto Rico Army National Guard DUTIES: As a PROGRAM ANALYST (NGT5115000), GS-0343-9, you will plan, analyze and/ or evaluate the effectiveness of line or operating programs.
First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates).
NOTE: NG T32 employee selected for this position will not have the right to return to their former Dual Status (DS) military technician position after conversion to NG T5.

GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management.
Knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year of specialized experience at the next lower-level GS-07 or TWENTY-FOUR (24) months of specialized experience performing or supervising duties such as conducting studies of work processes and procedures; identifying problems, reviewing production standards, and making tentative recommendations; evaluating the effectiveness of substantive unit programs and processes; providing concise and objective information to identify accountability strengths and weaknesses; correcting deficiencies or suggesting program or process improvements for the organization; improving organizational effectiveness and efficiency; ensuring that user requirements are met and appropriate rules and regulations are utilized; evaluating unit and organizational effectiveness; ensuring conformance with law and regulations; planning, coordinating, and carrying out the successive steps in fact-finding and analysis of issues necessary; developing evaluation programs and processes, management principles, organizational theory, and techniques of analysis and evaluation, plans and accomplishes scheduled evaluations; assisting in the development of directives and the design, development, documentation, and implementation of various reporting systems; developing processes, management, administration, and technical evaluation plans for implementation by supervisors/managers; reviewing workload requirements to increase productivity, efficiency, or effectiveness and is able to utilize centralized planning and decentralized execution of mission objectives; recommending internal reporting and status tracking procedures; managing the evaluation program.
