Job Description

Summary

This job involves advising on and managing large-scale acquisition and business processes for cyber defense programs, including planning budgets, overseeing full project lifecycles, and ensuring everything follows government rules.

It's a senior-level role supporting the U.S. Cyber Command through the Defense Information Systems Agency.

A good fit would be someone with years of experience in federal program analysis, strong skills in strategic planning and budgeting, and a background in defense or acquisition work.

  • At least one year of experience equivalent to GG-14 level in federal service, focusing on qualitative and quantitative analysis, evaluation methods, or program advisory roles

  • Position located in Fort Meade, Maryland, under Cyber Excepted Service (no conversion to competitive service)

Full Job Description

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service.

It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the PROFESSIONAL Work Category at the SENIOR Work Level within the CES Occupational Structure. It is located in the DISA - ACQ - ME9.

In order to qualify for this position, you must meet the requirements described below.

Qualifying Experience: To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position.

Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: application of a wide range of qualitative and quantitative analytical and evaluation methods and techniques to identify and advise on problems/programs/initiatives OR execution of planning, programming, budgeting, and execution (PPBE) functions OR full life-cycle of acquisition management.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume.

All qualifications must be met within 30 days after the closing date of this announcement. Major Duties:

  • Serves as senior advisor on new and improved acquisition and business management practices for application to Center/Directorate or agency-wide programs and operations.
  • Plans, coordinates and provides guidance for conducting comprehensive acquisition and business management studies, develops, study objectives, plan of action and milestones.
  • Serves as the portfolio lead to identify and resolve key issues related to developing and executing policy, governance, and program requirements for in-depth analysis and strategic resource planning.
  • Plans and directs the full life-cycle of acquisition management and planning, programming, budgeting, and execution (PPBE) functions for the Mission Partner Environment (MPE) portfolio.
  • Manages Acquisition program(s) within the Center/Directorate to ensure compliance with DoW acquisition regulations and processes as they apply to contract and acquisition management, including supporting tools, techniques, and DoD procedures.
