About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f.

Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S.

Cyber Command, Fort Meade, Maryland. CYBER EXCEPTED SERVICE POSITIONS ARE NOT SUBJECT TO THE TWO-PAGE RESUME LIMIT.

To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position.

Such experience is typically in or directly related to the work of the position to be filled.

Specialized experience would be demonstrated by executing the full procurement life cycle in support of cyber operations; providing guidance on complex acquisitions in regard to procurement of information technology (IT); conducting procurement analysis, such as budget execution and performance analysis to provide update to stake holders.

This position is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. Major Duties:

  • Lead and guide subject matter experts (SMEs) in all aspects of project management. This includes identifying and managing cost, schedule, performance, and risks.
  • Oversee the entire System Development Life Cycle (SDLC), including software and hardware development, testing, and validation of capabilities.
  • Act as a Contracting Officer's Representative (COR), supporting the Contracting Officer in all phases of the procurement process to include developing procurement strategies, defining source selection criteria, and participating in source evaluation.
  • Lead and facilitate collaboration among technical experts, functional experts, and customer communities to define, plan, and justify the design, development, acquisition, and deployment of essential cyberspace capabilities.
  • Define, justify, and execute budgets and schedules, as well as continuously monitor and evaluate project performance against established goals.
