Job Description

Summary

This job involves reviewing procurement requests, researching suppliers, preparing project plans, and handling the purchase of materials, services, and equipment for a defense agency's facilities and contracts division.

It supports cyber command missions and focuses on simplified acquisition procedures.

A good fit would be someone with experience in procurement, contract administration, and project planning, who is detail-oriented and comfortable working in a government or defense environment.

Key Requirements

  • At least one year of experience reviewing requests for adequacy and completeness (GG-09 level)
  • Experience performing research, contacting customers and suppliers, and preparing written project plans and schedules (GG-09 level)
  • Experience procuring materials, supplies, services, construction, commercial items, and equipment (GG-11 level)
  • Knowledge of contract acquisition procedures and simplified acquisition procedures (SAP) (GG-11/12 levels)
  • Ability to perform contract administration using simplified acquisition procedures (GG-12 level)
  • Bachelor's degree in a related field such as engineering, business administration, or property management (substitution for GG-09/11 experience)
  • All qualifications must be demonstrated in resume within 30 days of announcement closing

Full Job Description

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service.

It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the Professional Work Category at the Full Performance Work Level within the CES Occupational Structure. It is located in the DISA FACILITIES & CONTRACTS DIVISION.

In order to qualify for this position, you must meet the requirements described below.

Qualifying Experience: To qualify at the GG-09, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position.

For this position, GG-09 qualifying experience is defined as: Reviewing requests, performing research, contacting customers and suppliers, and preparing written project plans and schedules.

To qualify at the GG-11, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position.

For this position, GG-11 qualifying experience is defined as: Reviewing request for adequacy and completeness, procures material, supplies and services, construction commercial items and equipment, and performing contract acquisition procedures.

To qualify at the GG-12, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position.

For this position, GG-12 qualifying experience is defined as: Preparing written project plans and schedules, procures material, supplies services, construction, commercial items and equipment and perform contract administration Simplified Acquisition Procedures.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume.

All qualifications must be met within 30 days after the closing date of this announcement.

You will receive credit for all qualifying experience, including volunteer experience.

OR Substitution of Experience for Education: For the GG-09/11 levels, completion of all requirements for an undergraduate or graduate degree from an accredited college or university; or a degree in a related field such as engineering, industrial arts, property management, or business administration.

If you are using education to substitute for the qualifying experience, you must submit transcripts at the time you apply. Major Duties:

  • Reviews each request for adequacy and completeness and recommends the most appropriate SAP/contract type (firm fixed price, cost reimbursement, market research).
  • Performs research and contacts with customers, contractors, suppliers, manufacturers, or non-local markets to locate sources for items or services
  • Prepares written project plans and schedules for the completion of assigned tasks.
  • Procures materials, supplies, services, construction, commercial items and equipment and perform contract administration Simplified Acquisition Procedures (SAP)
