This job involves supporting the day-to-day operations of primary care services at a VA hospital in Phoenix, Arizona, by managing patient assignments, reviewing data for team efficiency, and ensuring care is timely and cost-effective.

The Primary Care Service Management & Program Analyst works directly supporting the management of operational components of Primary Care Service within the Carl T. Hayden VA Healthcare System.
Works closely with the Primary Care ACOS/ Primary Care Supervisory Analyst and other health care professionals and team members, other clinics, internal services and community agencies.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/24/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: provides daily service operational support to improve accessibility and achieve the overall goal of using both Primary Care scheduling/PCMM data and technology in establishing avenues of care that are timely, appropriate, of high quality and cost efficient.
You will be rated on the following Competencies for this position: Administration and Management Data Management Problem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.
Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: The nature of the work of this position is primarily sedentary but may require some bending, standing and lifting of files.

Major Duties:
Duties of the position include but are not limited to: Performs actions abiding by national directives regarding patient and staff assignments in Primary Care Management Module (PCMM) Web.
Performs PCMM review in the context of knowledge about primary care team management and panel capacity. Follows VHA administrative policies and procedures for proper use and management of PCMM Web.
Coordinating the needs of the facility and the organization based on both long and short-range policies and plans, to improve access to primary care services.
Manages and coordinates all administrative aspects of primary care programs within their control.
Assists in the development and implementation of procedures for the primary care service regarding PCMM. Work Schedule: Monday - Friday; 6:30 am to 3:00 pm Virtual: This is not a virtual position.
