This position is located in the Facilities, Acquisition & Logistics Services Division (FALD), Acquisitions and Requirements Branch.
FALD is a division under the authority, direction, and control of the Mission Integration Directorate.
FALD oversees the implementation, administration, and execution of all aspects of PFPA Acquisition and Logistics Programs.
The incumbent serves as the principal liaison between WHS, Acquisition Directorates, private sector and vendors. In order to qualify for this position, you must meet the requirements described below.
You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to Implementing federal laws, rules, and regulations including Federal Acquisition Regulation (FAR); and Developing acquisition plans and establishing objectives and strategies for government contracts; and Conducting pre-award and post-award activities including contract processes and cost analysis.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Incumbent typical work assignments may include the following: The incumbent plans, develops, and analyzes current and proposed contracts to evaluate their actual or potential effectiveness in achieving the planned goals and objectives.
Analyzes contractor-furnished data for proper charges, funding issues and budget requirements/ allocations and ensures that contractors are aware of their responsibilities and requirements.
Reviews reports in consideration of contract requirements; verifies mandatory specifications; analyzes quality assurance data to detect unsatisfactory trends or weaknesses in contractor performance; investigates customer complaints and deficiency reports; and reviews and recommends approval/disapproval of work over and above that which is authorized under the contract.
The incumbent develops/maintains systems to evaluate and monitor contractual performance regarding mission support, cost, potential areas of performance difficulties, cost overruns, and need for future funding requirements.
Analyzes costs and prepares reports for identifying major items and revises areas where potential savings may be realized.
The incumbent provides guidance to Contracting Officer's Representative (COR) regarding their responsibilities in carrying out their COR duties.
