Job Description

Summary

This job involves coordinating programs to manage risks and internal controls at a U.S.

Naval Hospital in Japan, ensuring audits and reviews are done on time, and helping improve operations by spotting weaknesses. It also includes handling support agreements between departments.

About the Position: This position is located in the Directorate of Resource Management, Financial Management Directorate of the U.S. Naval Hospital, Yokosuka, Japan.

The purpose of the position is to serve as a Program Analyst (Program Coordinator) responsible for coordinating and supporting the facility's Managers' Internal Control Program (MICP) and Support Agreements Program.

Specialized Experience: One year of specialized experience which includes assisting to analyze program effectiveness to identify areas of improvement; interpreting regulatory guidance related to hospital operations, risk management, or support agreements; and utilizing automated systems to prepare reports, correspondence or track progress.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Healthcare Administration or Healthcare Management.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

Major Duties:

  • Serve as the program coordinator for the Military Treatment Facility (MTF)’s Risk Management and Internal Control (RMIC) Program.
  • Ensure the timely completion of all required reviews and audits by applying established evaluation methods, internal control procedures, and guidance.
  • Develop effective internal controls to solicit vulnerability assessments and RMIC reviews from Directors and Department Heads to provide suggestions for improvement.
  • Evaluate proposed support agreements for conformance to regulations, directives, and guidance.
  • Coordinate negotiations with support agreement representatives from external organizations.
  • Provide administrative support to the Director and Associate Director of Resource Management in the day-to-day administration of the Directorate.
