Full Job Description

As a Program Analyst at the GS-0343-11, you will be part of the Executive Secretariat, Office of the Chair, U.S. Equal Employment Opportunity Commission (EEOC).

If selected, you will guide staff and perform complex assignments supporting the office's mission.

You will plan, coordinate, and develop policy issues for the Executive Officer to help ensure the Commission maintains an effective, efficient decision-making process.

For the GS-11: You must have at least one year of specialized experience equivalent to the GS-9 level in the Federal service.

Specialized experience must include: Assisting in providing guidance to staff and performing developmental, complex, or conventional administrative assignments that support the mission and functions of an office.

Supporting the planning, coordination, or development of policy-related issues for senior leadership.

Assisting with documenting, tracking, or retrieving information related to formal actions requiring leadership or Commission review.

Participating in the logistics or coordination of high-level meetings, including handling critical or confidential correspondence.

Contributing to continuity of operations by supporting or acting on behalf of a senior official during their absence.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS- 11 level.

Applicants must meet all eligibility requirements (e.g., time-in-grade and qualification requirements) within 30 days of the closing date specified in the vacancy announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • Plans, designs, and implements administrative and information systems to improve management decision-making, productivity, and operational efficiency.
  • Conducts and coordinates research, pilot projects, and data analysis using information from internal and external sources.
  • Develops and presents alternatives and recommendations for policy or operational improvements for supervisory review.
  • Reviews and evaluates correspondence and written materials submitted for leadership consideration to ensure accuracy, completeness, and proper coordination.
  • Designs, establishes, and maintains records and retrieval systems for Commission policies, decisions, litigation documents, and other official materials.
  • Coordinates and monitors the flow of decision documents, including litigation recommendations, notation votes, subpoenas, and amicus briefs, to ensure timely Commission action.
  • Assists in managing logistics for Commission meetings and ensures proper handling of critical and confidential correspondence.
